The Standing Committee on Health met in camera at 3:30 p.m. this day, in Room 237-C, Centre Block, the Chair, Ben Lobb, presiding.

 

Members of the Committee present: Hon. Hedy Fry, Wladyslaw Lizon, Ben Lobb, Cathy McLeod, Christine Moore and Murray Rankin.

 

Acting Members present: Charlie Angus for Christine Moore, Tarik Brahmi for Matthew Kellway, Parm Gill for Terence Young, Costas Menegakis for David Wilks, Isabelle Morin for Matthew Kellway, Pat Perkins for Lawrence Toet and Chris Warkentin for Wladyslaw Lizon.

 

In attendance: Library of Parliament: Havi Echenberg, Analyst; Marlisa Tiedemann, Analyst.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, February 24, 2015, the Committee resumed its study of Health Canada Safety Code 6.
 

It was agreed, — That the Standing Committee on Health direct Health Canada to provide detailed information in the form of a full scientific monograph on the reasons for acceptance or rejection of 140 studies on EMR submitted by Canadians for Safe Technologies with regards to Safety Code 6.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Wednesday, October 30, 2013, the Committee resumed its study of the best practices and federal barriers: practice and training of healthcare professionals.
 

The Committee commenced consideration of a draft report.

 

At 4:16 p.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit.

 

At 4:19 p.m., the sitting was suspended.

At 4:57 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee invite the Minister of Health with her officials to appear on Thursday, May 7, 2015, to speak to the Main Estimates, 2015-16.

 

It was agreed, — That the Committee undertake a study on mental health in Canada beginning with a briefing from Government officials and the Mental Health Commission of Canada, and that this study focus on elements within the federal jurisdiction that relate to the following areas;

(a) the level of implementation of the national mental health strategy by all stakeholders, and any barriers that should be addressed;

(b) results of Housing First projects such as At Home/Chez Soi;

(c) scientific evidence regarding whether particular mental health issues, including addictions, are associated with higher levels of stigma;

(d) how to coordinate the efforts of stakeholders at the national level to improve care, in the areas of:

(i) research and the dissemination of findings (including the availability of statistics about suicide and related risk factors); and,

(ii) best practices for mental health care and suicide prevention.

While recognizing that business referred to the Committee by the House, such as government legislation or estimates, will take precedence in scheduling over this study.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, February 24, 2015, the Committee resumed its study of Health Canada Safety Code 6.
 
The Committee proceeded to give drafting instructions to the analysts for a report.
 

It was agreed, — That the Committee do now adjourn.

 

At 5:14 p.m., the Committee adjourned to the call of the Chair.
