The Standing Committee on Health met at 8:45 a.m. this day, in Room C-120, 1 Wellington Street, the Chair, Ben Lobb, presiding.

 

Members of the Committee present: Eve Adams, Libby Davies, Hon. Hedy Fry, Claude Gravelle, Wladyslaw Lizon, Ben Lobb, James Lunney, Dany Morin, David Wilks and Terence Young.

 

Acting Members present: Hon. Carolyn Bennett for Hon. Hedy Fry and Chungsen Leung for Wladyslaw Lizon.

 

Other Members present: Elizabeth May.

Pursuant to the Order of Reference of Tuesday, April 29, 2014, the Committee resumed consideration of Bill C-442, An Act respecting a National Lyme Disease Strategy.
 

Marc Ouellette and Steven Sternthal made statements and, with L. Robbin Lindsay, answered questions.

 

At 9:47 a.m., the sitting was suspended.

At 9:50 a.m., the sitting resumed.

 

The Committee commenced its clause-by-clause study of the Bill.

 

Pursuant to Standing Order 75(1), consideration of the Preamble and Clause 1, Short Title, were postponed.

The Chair called Clause 2.

 

On Clause 2,

Eve Adams moved, — That Bill C-442, in Clause 2, be amended by

(a) adding after line 4 on page 3 the following:

“Agency” means the Public Health Agency of Canada.

(b) replacing line 6 on page 3 with the following:

Eve Adams moved, — That Bill C-442, in Clause 3, be amended by

(a) replacing lines 12 to 14 on page 3 with the following:

3. The Minister must, no later than 12 months after the day on which this Act comes into force, convene a conference or otherwise engage with the provincial and territorial ministers and

(b) replacing line 18 on page 3 with the following:

David Wilks moved, — That the amendment be amended by deleting the words “or otherwise engage”

Libby Davies moved, — That the amendment be amended by adding after the word “disease”, the following: “including a national standard of care”

Eve Adams moved, — That Bill C-442, in Clause 4, be amended by replacing lines 5 to 8 on page 4 with the following:

Libby Davies moved, — That the amendment be amended by adding after the word “guidelines”, the following: “and a national standard of care”

 

The Chair ruled the proposed subamendment inadmissible because it was contrary to the principle of the amendment, as provided on page 766 of House of Commons Procedure and Practice, Second Edition.
