The Standing Committee on Fisheries and Oceans met at 11:03 a.m. this day, in Room 268, The Valour Building, the Chair, Rodney Weston, presiding.

Members of the Committee present: Robert Chisholm, Patricia Davidson, Randy Kamp, François Lapointe, Ryan Leef, Hon. Lawrence MacAulay, Robert Sopuck, John Weston and Rodney Weston.

Acting Members present: Robert Aubin for Ryan Cleary.

In attendance: Library of Parliament: Thai Nguyen, Analyst.

Witnesses: Fédération québécoise pour le saumon atlantique: Jean Boudreault, President; Frédéric Raymond, Director General. Quebec Outfitters Federation Inc.: Marc Plourde, Chief Executive Officer. Association des pêcheurs du lac Saint-Pierre: Jean Lévesque, President; Marcel Bouchard, Treasurer.

The Committee proceeded to the consideration of matters related to Committee business.

François Lapointe gave notice of the following motion:

That the Committee undertake a study as soon as possible to examine the effects of the declining American Eel population in order to develop an action plan, jointly with the plan prepared by the Quebec Department of Energy and Natural Resources, designed to: (1) reverse the decline in the population; (2) increase the economic activity generated both domestically and internationally by this fishery; (3) preserve the eel fishing techniques in Kamouraska as part of our intangible marine heritage; and (4) designate the American Eel as a species of “special concern” under the Species at Risk Act, and that the Committee report its findings and recommendations to the House at the earliest opportunity.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, March 3, 2014, the Committee resumed its study of recreational fishing in Canada.

Jean Boudreault, by videoconference from Quebec, Quebec, made a statement and, with Frédéric Raymond, by videoconference from Quebec, Quebec, answered questions.

At 11:59 a.m., the sitting was suspended.

At 12:04 p.m., the sitting resumed.

Marc Plourde, by videoconference from Quebec, Quebec, and Jean Lévesque, by videoconference from Trois-Rivières, Quebec, made statements and, with Marcel Bouchard, by videoconference from Trois-Rivières, Quebec, answered questions.

At 1:04 p.m., the Committee adjourned to the call of the Chair.
