The Standing Committee on Fisheries and Oceans met at 11:09 a.m. this day, in Room 237-C, Centre Block, the Chair, Rodney Weston, presiding.

 

Members of the Committee present: Ryan Cleary, Patricia Davidson, Randy Kamp, François Lapointe, Hon. Lawrence MacAulay, Robert Sopuck and Rodney Weston.

 

Acting Members present: Tarik Brahmi for Robert Chisholm, Brad Butt for Ryan Leef, Brad Butt for John Weston, Randy Hoback for John Weston, Bev Shipley for Ryan Leef and Bob Zimmer for Ryan Leef.

 

In attendance: Library of Parliament: Tim Williams, Analyst.

 

Witnesses: Department of Fisheries and Oceans: Tim Angus, Acting Director General of External Relations, Strategic Policy; Allan MacLean, Director General, Conservation and Protection, Ecosystems and Fisheries Management - Operations; Tom Rosser, Senior Assistant Deputy Minister, Strategic Policy.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

François Lapointe moved, — That the Committee hold at least one meeting as soon as possible to consider the listing of Atlantic Sturgeon under the Species At Risk Act (St. Lawrence populations), that the Committee make recommendations regarding the possible ecological, cultural and economic impacts of listing these populations under the Species At Risk Act, in accordance with the Fisheries and Oceans Canada consultations that ended on February 27, 2015, and that the Committee report its findings and recommendations to the House at its earliest convenience.

Debate arose thereon.

 

Randy Kamp moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Patricia Davidson, Randy Hoback, Randy Kamp, Robert Sopuck, Bob Zimmer — 5; NAYS: Tarik Brahmi, Ryan Cleary, François Lapointe, Lawrence MacAulay — 4.

 

At 11:15 a.m., the sitting was suspended.

At 11:18 a.m., the sitting resumed in camera.

 

At 12:03 p.m., the sitting was suspended.

At 12:04 p.m., the sitting resumed in public.

 
Pursuant to the Order of Reference of Thursday, September 18, 2014, the Committee commenced consideration of Bill S-3, An Act to amend the Coastal Fisheries Protection Act.
 

Tom Rosser made a statement and, with Allan MacLean and Tim Angus, answered questions.

 

At 1:00 p.m., the Committee adjourned to the call of the Chair.
