The Standing Committee on Finance met in a televised session at 9:15 a.m. this day, in Room C-110, 1 Wellington Street, the Chair, James Rajotte, presiding.

 

Members of the Committee present: Mark Adler, Joyce Bateman, Hon. Ron Cannan, Raymond Côté, Nathan Cullen, Pierre Dionne Labelle, James Rajotte, Andrew Saxton and Dave Van Kesteren.

 

Acting Members present: Emmanuel Dubourg for Hon. Scott Brison.

 

Associate Members present: Gerald Keddy.

 

In attendance: Library of Parliament: Mark Mahabir, Analyst.

 

Witnesses: Canada Revenue Agency: Roch Huppé, Chief Financial Officer and Assistant Commissioner, Finance and Administration Branch; Rick Stewart, Assistant Commissioner, Legislative Policy and Regulatory Affairs Branch; Ted Gallivan, Deputy Assistant Commissioner, Compliance Programs Branch.

 
Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2015-16: Votes 1 and 5 under CANADA REVENUE AGENCY, referred to the Committee on Tuesday, February 24, 2015.
 

The Chair called Vote 1 under CANADA REVENUE AGENCY.

 

Roch Huppé made a statement and, with Ted Gallivan and Rick Stewart, answered questions.

 

By unanimous consent, the Chair called Vote 5 under CANADA REVENUE AGENCY.

 

Votes 1 and 5 under CANADA REVENUE AGENCY carried.

 

ORDERED, — That the Chair report Votes 1 and 5 under CANADA REVENUE AGENCY to the House.

 

At 10:17 a.m., the sitting was suspended.

At 10:23 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee invite Canadians to share their recommendations on the following themes as part of the Committee’s 2015 Pre-Budget consultations:

  1. Productivity: What federal actions regarding health, education, tools, technology, the federal public service and supports for the involvement of all Canadians would improve Canada’s rate of productivity?
  2. Infrastructure and Communities: What federal actions would ensure that Canada’s communities have the infrastructure they need to support people and businesses, including in work, leisure and getting goods to market?
  3. Jobs: What federal actions would support Canadian residents as they secure employment, adapt their skills to meet the evolving needs of employers, and move to locations where jobs exist?
  4. Taxation: What federal actions in relation to personal and business taxation would result in the desired incentives for work, saving, spending, investment, job creation and other positive outcomes?

That these written submissions be subject to the following parameters:

- submissions must be no more than 2,000 words in length;

- submissions must be received by the Committee between June 5 and August 7, 2015, at 11:59 p.m.;

-submissions received after the August 7, 2015 deadline will not be accepted;

That should Parliament be dissolved prior to a report being presented in the House pursuant to Standing Order 83.1, this Committee invite the Standing Committee on Finance of the First Session of the Forty-Second Parliament, to take into consideration the documents received;

That the Chair be authorized to publish a news release to inform Canadians about the 2015 Pre-Budget consultations.

 

It was agreed, — That, when and if, Bill C-59, An Act to implement certain provisions of the budget tabled in Parliament on April 21, 2015 and other measures, is referred to the Committee:

(a) the Chair of the Committee write, as promptly as possible, to the Chairs of the following standing committees inviting them to consider the subject-matter of the following provisions of the said Bill:

(i) the Standing Committee on Veterans Affairs, clauses 206 to 229 (Division 17 of Part 3)

(ii) the Standing Committee on Public Safety and National Security, clauses 42 and 43 (Division 2 of Part 3) and clauses 98 to 152 (Division 10 of Part 3);

(iii) the Standing Committee on Citizenship and Immigration, clauses 168 to 176 (Division 15 of Part 3)

(b) each of the standing committees, listed in paragraph (a), be requested to convey recommendations, including any suggested amendments, in both official languages, in relation to the provisions considered by them, in a letter to the Chair of the Standing Committee on Finance, in both official languages, no later than 9 a.m. on Tuesday, June 2, 2015;

(c) any amendments suggested pursuant to paragraphs (b) shall be deemed to be proposed during the clause-by-clause consideration of Bill C-59, and further provided that the members of the Standing Committee on Finance may propose amendments notwithstanding the recommendations received pursuant to paragraphs (b);

(d) the Committee shall proceed to clause-by-clause consideration of Bill C-59 no later than Thursday, June 4, 2015, provided that the Chair may limit debate on each clause to a maximum of five minutes per party, per clause;

(e) amendments to Bill C-59, other than the amendments deemed to be proposed pursuant to paragraphs (b), be submitted to the Clerk of the Committee before 9 a.m. on Tuesday, June 2, 2015 and distributed to members in both official languages; and

(f) if the Committee has not completed the clause-by-clause consideration of Bill C-59 by 11:00 p.m. on Thursday, June 4, 2015, all remaining amendments submitted to the Committee shall be deemed moved, the Chair shall put the question, forthwith and successively, without further debate on all remaining clauses and amendments submitted to the Committee, as well as each and every question necessary to dispose of clause-by-clause consideration of the Bill, as well as all questions necessary to report the Bill to the House and to order the Chair to report the Bill to the House as early as possible.
