The Standing Committee on Citizenship and Immigration met in a televised session at 8:00 a.m. this day, in Room 253-D, Centre Block, the Chair, David Tilson, presiding.

 

Members of the Committee present: Jay Aspin, Lysane Blanchette-Lamothe, Jim Eglinski, Chungsen Leung, Irene Mathyssen, Hon. John McCallum, Costas Menegakis, Jasbir Sandhu, Devinder Shory and David Tilson.

 

In attendance: Library of Parliament: Sandra Elgersma, Analyst.

 

Appearing: Hon. Chris Alexander, P.C., M.P., Minister of Citizenship and Immigration.

 

Witnesses: Department of Citizenship and Immigration: Anita Biguzs, Deputy Minister; Wilma Vreeswijk, Associate Deputy Minister; Tony Matson, Assistant Deputy Minister and Chief Financial Officer; Robert Orr, Assistant Deputy Minister, Operations; Catrina Tapley, Assistant Deputy Minister, Strategic and Program Policy.

 
Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2015-16: Votes 1 and 5 under CITIZENSHIP AND IMMIGRATION, vote 1 under IMMIGRATION AND REFUGEE BOARD, referred to the Committee on Tuesday, February 24, 2015.
 

The Chair called Vote 1 under CITIZENSHIP AND IMMIGRATION.

 

The Minister made a statement and answered questions.

 

At 9:01 a.m., the sitting was suspended.

At 9:06 a.m., the sitting resumed.

 

The witnesses answered questions.

 

The question: "Shall Vote 1 under CITIZENSHIP AND IMMIGRATION carry?" was put and was agreed to, by a show of hands: YEAS: 5; NAYS: 4.

 

The Chair called Vote 5 under CITIZENSHIP AND IMMIGRATION.

 

The question: "Shall Vote 5 under CITIZENSHIP AND IMMIGRATION carry?" was put and was agreed to, by a show of hands: YEAS: 5; NAYS: 4.

 

The Chair called Vote 1 under IMMIGRATION AND REFUGEE BOARD.

 

The question: "Shall Vote 1 under IMMIGRATION AND REFUGEE BOARD carry?" was put and was agreed to, by a show of hands: YEAS: 5; NAYS: 4.

 

ORDERED, — That the Chair report Votes 1 and 5 under CITIZENSHIP AND IMMIGRATION and Vote 1 under IMMIGRATION AND REFUGEE BOARD to the House.

 

At 9:56 a.m., the sitting was suspended.

At 9:58 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Tenth Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your Subcommittee met on Thursday, May 14, 2015, to consider the business of the Committee and agreed to make the following recommendations:

1. That the Hon. Chris Alexander, Minister of Citizenship and Immigration, appear before the Committee on Tuesday, May 26, 2015, from 8:45 a.m. to 9:45 a.m. in relation to the Main Estimates 2015-16 and that the Officials from the Department of Citizenship and Immigration appear for the second hour.

2. That pursuant to Standing Order 108(2), the Committee undertake a study, as suggested by the Standing Committee on Finance in its motion adopted on Tuesday, May 12, 2015, of the subject matter of clauses 168 to 176 (Division 15 of Part 3) of Bill C-59, An Act to implement certain provisions of the budget tabled in Parliament on April 21, 2015 and other measures; and that, if it deems appropriate, the Committee sends recommendations or suggested amendments, by letter, in both official languages, to the Chair of the Standing Committee on Finance by 5:00 p.m. on Friday, May 29, 2015;

3. That in relation to the subject matter study of clauses 168 to 176 (Division 15 of Part 3) of Bill C-59, the Committee invite officials from the Department of Citizenship and Immigration on Thursday, May 28, 2015 from 08:45 a.m.-9:45 a.m. followed by witnesses on this study from 9:45 a.m.-10:45 a.m.;

4. That the total number of witnesses be one (1) for each of the recognized parties in the House of Commons.

5. That drafting instructions for the report be given to the analysts in relation to the Committee's study on Promoting Economic Prosperity through Settlement Services and that the draft report be circulated to all members of the Committee by June 5, 2015 for consideration on June 9, 2015.

 

It was agreed, — That a proposed budget in the amount of $4,450, for the study of Subject matter of clauses 168 to 176 of Bill C-59, be adopted.

 

At 9:59 a.m., the Committee adjourned to the call of the Chair.
