The Standing Committee on Aboriginal Affairs and Northern Development met at 8:47 a.m. this day, in Room 228 The Valour Building, the Chair, Blake Richards, presiding.

 

Members of the Committee present: Niki Ashton, John Barlow, Rob Clarke, Earl Dreeshen, Jonathan Genest-Jourdain, Blake Richards, Kyle Seeback and Mark Strahl.

 

Acting Members present: Dennis Bevington for Carol Hughes and Yvonne Jones for Hon. Carolyn Bennett.

 

In attendance: Library of Parliament: Maxime Charron-Tousignant, Analyst; Norah Kielland, Analyst.

 

Witnesses: Nunavut Impact Review Board: Ryan Barry, Executive Director; Elizabeth Copland, Chair. Northwest Territories and Nunavut Chamber of Mines: Adam Chamberlain, Director; Elizabeth Kingston, General Manager, Nunavut. Nunavut Water Board: Thomas Kabloona, Chairman, Executive. Government of Nunavut: William MacKay, Acting Assistant Deputy Minister, Intergovernmental Affairs; Gabriel Nirlungayuk, Deputy Minister, Environment. As an individual: Teresa Meadows, Legal Counsel, Shores Jardine LLP.

 
Pursuant to the Order of Reference of Wednesday, March 11, 2015, the Committee resumed consideration of Bill S-6, An Act to amend the Yukon Environmental and Socio-economic Assessment Act and the Nunavut Waters and Nunavut Surface Rights Tribunal Act.
 

Gabriel Nirlungayuk and William MacKay made statements and answered questions.

 

At 9:19 a.m., the sitting was suspended.

At 9:23 a.m., the sitting resumed.

 

Elizabeth Copland, Elizabeth Kingston, Thomas Kabloona, by teleconference from Gjoa Haven, Nunavut, Teresa Meadows, by teleconference from Edmonton, Alberta, made statements and, with Adam Chamberlain and Ryan Barry, answered questions.

 

At 10:30 a.m., the Committee adjourned to the call of the Chair.
