The Standing Committee on Transport, Infrastructure and Communities met in a video recorded session at 11:46 a.m. this day, in Room 306, La Promenade Building, the Vice-Chair, the Hon. Denis Coderre, presiding.

 

Members of the Committee present: Mark Adler, Robert Aubin, Hon. Denis Coderre, Joe Daniel, Ed Holder, Isabelle Morin, Pierre Poilievre, Lawrence Toet and Jeff Watson.

 

Acting Members present: Megan Anissa Leslie for Olivia Chow and Brian Masse for Mike Sullivan.

 

In attendance: Library of Parliament: Allison Padova, Analyst; Zachary Alaoui, Analyst.

 

Witnesses: Department of Transport: Helena Borges, Assistant Deputy Minister, Programs; Nathan Gorall, Director General, Navigable Waters Protection Task Force; Ekaterina Ohandjanian, Legal Counsel, Department of Justice; Sylvain Lachance, Executive Director, Regulatory and Quality Assurance; Julie Gascon, Director, Design, Equipment and Boating Safety; Colin Stacey, Director, National Air Services Policy, Air Policy; Sébastien Belanger, Marine Safety Policy Advisor. The Committee proceeded to the consideration of matters related to Committee business.
 

Megan Anissa Leslie moved, — That the Committee add 30 minutes to today's meeting.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 4; NAYS: 6.

 

On motion of Pierre Poilievre, it was agreed, — That the remaining time of the meeting be split evenly to hear both groups of witnesses.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, November 1, 2012, the Committee commenced its study of the subject matter of clauses 156 to 165 (Canada Shipping Act, 2001); 179 to 184 and schedule 1 (Bridge to Strengthen Trade Act); 316 to 350 and schedule 2 (Navigable Waters Protection Act); and 411 to 424 (International Interests in Mobile Equipment Act) of Bill C-45, A Second Act to Implement Certain Provisions of the Budget Tabled in Parliament on March 29, 2012 and Other Measures.
 

Helena Borges made a statement and, with Nathan Gorall, Sébastien Belanger and Ekaterina Ohandjanian, answered questions.

 

At 12:24 p.m., the sitting was suspended.

At 12:27 p.m., the sitting resumed.

 

David Marit, Tony Maas and Eddie Francis made statements and answered questions.

 

It was agreed, — That amendments concerning the subject matter of clauses 156 to 165 (Canada Shipping Act, 2001); 179 to 184 and schedule 1 (Bridge to Strengthen Trade Act); 316 to 350 and schedule 2 (Navigable Waters Protection Act); and 411 to 424 (International Interests in Mobile Equipment Act) of Bill C-45, A Second Act to Implement Certain Provisions of the Budget Tabled in Parliament on March 29, 2012 and Other Measures be submitted to the Clerk of the Committee before 5:00 p.m. on Friday, November 9, 2012.

 

At 12:59 p.m., the Committee adjourned to the call of the Chair.
