The Standing Committee on Public Safety and National Security met at 11:37 a.m. this day, in Room 8-53, 131 Queen Street, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Jay Aspin, Sylvain Chicoine, Randall Garrison, Candice Hoeppner, Ryan Leef, Marie-Claude Morin, Rick Norlock, Brent Rathgeber, Jasbir Sandhu, Kevin Sorenson and Wai Young.

 

Acting Members present: Joyce Murray for Francis Scarpaleggia.

 

In attendance: Library of Parliament: Tanya Dupuis, Analyst; Cynthia Kirkby, Analyst.

 

Witnesses: Office of the Correctional Investigator: Howard Sapers, Correctional Investigator; Ivan Zinger, Executive Director and General Counsel. Correctional Service of Canada: Kevin Snedden, Acting Assistant Deputy Commissioner, Corporate Services (Ontario). As an individual: William Normington.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, September 27, 2011, the Committee resumed its study of drugs and alcohol in prisons.
 

Howard Sapers and Ivan Zinger made statements and answered questions.

 

At 12:15 p.m., the sitting was suspended.

At 12:17 p.m., the sitting resumed.

 

Kevin Snedden and William Normington made statements and answered questions.

 

On motion of Candice Hoeppner, it was agreed, — That the Committee travel to Kingston, Ontario, after the Thanksgiving adjournment in relation to its study of drugs and alcohol in prisons.

 

At 1:05 p.m., the Committee adjourned to the call of the Chair.
