The Standing Committee on Procedure and House Affairs met in a televised session at 11:37 a.m. this day, in Room 237-C, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Harold Albrecht, Joe Comartin, Marc Garneau, Greg Kerr, Alexandrine Latendresse, Tom Lukiwski, Joe Preston, Scott Reid, Nycole Turmel and Bob Zimmer.

 

Acting Members present: Sadia Groguhé for Nathan Cullen and John Williamson for Hon. Laurie Hawn.

 

In attendance: Library of Parliament: Michel Bédard, Analyst; Andre Barnes, Analyst.

 

Appearing: Hon. Andrew Scheer, Speaker of the House of Commons.

 

Witnesses: Elections Canada: Belaineh Deguefé, Deputy Chief Electoral Officer, Policy, Planning and Public Affairs; Helen Bélanger, Chief Financial Officer, Finance, Internal Audit and Administration; Marc Mayrand, Chief Electoral Officer. House of Commons: Audrey O'Brien, Clerk of the House of Commons; Mark G. Watters, Chief Financial Officer.

 
Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2012-2013: Vote 5 under PARLIAMENT, vote 15 under PRIVY COUNCIL referred to the Committee on Tuesday, February 28, 2012.
 

The Chair calls Vote 15 under PRIVY COUNCIL.

 

Marc Mayand made a statement and, with Belaineh Deguefé and Helen Bélanger, answered questions.

 

At 12:17 p.m., the sitting was suspended.

At 12:23 p.m., the sitting resumed.

 

The Chair calls Vote 5 under PARLIAMENT.

 

The Hon. Andrew Scheer made a statement and, with Audrey O'Brien and Mark Watters, answered questions.

 

Vote 15 under PRIVY COUNCIL carried.

 

Vote 5 under PARLIAMENT carried.

 

ORDERED, — That the Chair report Vote 15 under PRIVY COUNCIL, and Vote 5 under PARLIAMENT to the House.

 

At 1:00 p.m., the Committee adjourned to the call of the Chair.
