The Standing Committee on Procedure and House Affairs met in camera at 11:34 a.m. this day, in Room 112-N, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Harold Albrecht, Joe Comartin, Nathan Cullen, Marc Garneau, Greg Kerr, Tom Lukiwski, Joe Preston, Scott Reid, Nycole Turmel and Bob Zimmer.

 

Acting Members present: Judy Foote for Marc Garneau, Yvon Godin for Alexandrine Latendresse, Roxanne James for Hon. Laurie Hawn and Phil McColeman for Hon. Laurie Hawn.

 

In attendance: Library of Parliament: Andre Barnes, Analyst; Michel Bédard, Analyst.

 

Witnesses: Leon Benoit, M.P., Vegreville—Wainwright; Larry Miller, M.P., Bruce—Grey—Owen Sound; Brent Rathgeber, M.P., Edmonton—St. Albert.

 
Pursuant to Standing Order 108(3)(a)(viii), the Committee resumed its study of the review of the Conflict of Interest Code for Members of the House of Commons.
 

Leon Benoit, Larry Miller and Brent Rathgeber made statements and answered questions.

 

At 12:35 p.m., the sitting was suspended.

At 12:36 p.m., the sitting resumed.

 
Pursuant to the Order of Reference of Thursday, March 15, 2012, the Committee resumed consideration of the question of privilege relating to the free movement of Members within the Parliamentary Precinct.
 

The Committee resumed consideration of a draft report.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the Chair, Clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That the Committee append to its report dissenting opinions, and that they be submitted to the clerk of the Committee, no later than Tuesday, May 29, 2012.

 

It was agreed, — That the Chair present the report to the House.

 

At 12:54 p.m., the Committee adjourned to the call of the Chair.
