The Standing Committee on Procedure and House Affairs met in camera at 12:00 p.m. this day, in Room 112-N, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Harold Albrecht, Chris Charlton, Joe Comartin, Hon. Laurie Hawn, Greg Kerr, Alexandrine Latendresse, Tom Lukiwski, Joe Preston and Scott Reid.

 

Acting Members present: David Christopherson for Philip Toone, Kevin Lamoureux for Marc Garneau and John Williamson for Bob Zimmer.

 

In attendance: Library of Parliament: Michel Bédard, Analyst; Sebastian Spano, Analyst; Andre Barnes, Analyst.

 
Pursuant to Standing Order 108(3)(a) and the motion adopted by the Committee on Thursday, September 29, 2011, the Committee resumed its study of the Report of the Chief Electoral Officer of Canada entitled "Responding to Changing Needs – Recommendations from the Chief Electoral Officer of Canada Following the 40th General Election".
 

The Committee resumed consideration of a draft report.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the Chair, Clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

 

It was agreed, — That the Committee append to its report dissenting opinions provided that they are no more than two pages in length and submitted to the Clerk of the Committee, no later than Thursday, February 23, 2012.

 

It was agreed, — That the Chair present the report to the House.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Second Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your Subcommittee met on Thursday, February 9, 2012, to consider the business of the Committee and agreed to make the following recommendations:

1. That the meeting scheduled for Tuesday, February 14, 2012, be devoted to the review of Broadcasting of Proceedings of the House.

2. That the meeting scheduled for Thursday, February 16, 2012, be devoted to an information session with the Library of Parliament analyst on the subject of the review of the Standing Orders, specifically focused on the issues of the reform of Question Period and the use of “in camera” meetings.

3. That the Committee devote a minimum of eight meetings to the study of the review of the Standing Orders, with first meeting scheduled for Tuesday, February 28, 2012, and that members send their list of suggested items to the office of the clerk by Friday, February 17, 2012.

4. That at the conclusion of the study of the review of the Standing Orders, the Committee undertake a study of the Conflict of Interest Code for Members, and that approximately five meetings be held on this study.

5. That the Committee request that the Chief Electoral Officer submit recommendations to the Committee with respect to desirable amendments to the Referendum Act.

 

At 12:18 p.m., the Committee adjourned to the call of the Chair.
