The Standing Committee on Public Accounts met in a televised session at 3:30 p.m. this day, in Room 237-C, Centre Block, the Chair, David Christopherson, presiding.

 

Members of the Committee present: Malcolm Allen, Jay Aspin, Lysane Blanchette-Lamothe, Hon. Gerry Byrne, David Christopherson, Earl Dreeshen, Alain Giguère, Bryan Hayes, Daryl Kramp, Andrew Saxton and John Williamson.

 

Acting Members present: Robert Sopuck for Bev Shipley.

 

In attendance: Library of Parliament: Lindsay McGlashan, Analyst; Alex Smith, Analyst.

 

Witnesses: Office of the Auditor General of Canada: Nancy Cheng, Assistant Auditor General; Richard Domingue, Principal. Department of Finance: Benoît Robidoux, Assistant Deputy Minister, Economic and Fiscal Policy Branch; Douglas Nevison, General Director, Economic and Fiscal Policy Branch.

 
Pursuant to Standing Order 108(3)(g) and the motion adopted by the Committee on Tuesday, February 5, 2013, the Committee commenced consideration of Chapter 7, Long-Term Fiscal Sustainability — Finance Canada, of the Fall 2012 Report of the Auditor General of Canada, referred to the Committee on Tuesday, October 23, 2012.
 

Nancy Cheng and Benoît Robidoux made statements and, with Richard Domingue, answered questions.

 

Gerry Byrne gave notice of the following motion:

“That the Committee order the Department of Finance to produce the documents referred to in paragraph 7.50 of Chapter 7 of the Fall 2012 Report of the Auditor General of Canada to the House of Commons, entitled: “Long-Term Fiscal Sustainability — Finance Canada,” and which have not already been made public, namely, long-term fiscal sustainability analyses from 2010 to the present;

That the documents be deposited with the Clerk of the Committee within 7 calendar days of the adoption of this motion; and

That the Committee defer the consideration of a draft report on Chapter 7 of the Fall 2012 Report of the Auditor General of Canada to the House of Commons, entitled: “Long-Term Fiscal Sustainability — Finance Canada,” until the documents are deposited with the Clerk.”

 

Questioning of the witnesses resumed.

 

Gerry Byrne moved, — That the questioning of witnesses continue in the usual rotation for the balance of time available.

Debate arose thereon.

 

On motion of Andrew Saxton, it was agreed, — That the motion be amended by replacing the words following “continue” with the words “for one additional five-minute round per party (government, official opposition, Liberal); and that the Committee then proceed to consider matters relating to Committee business”.

 

After debate, the question was put on the motion, as amended, and it was agreed to.

 

Accordingly, the questioning of the witnesses resumed.

 

Andrew Saxton moved, — That the Committee do now adjourn.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Jay Aspin, Earl Dreeshen, Bryan Hayes, Daryl Kramp, Andrew Saxton, Robert Sopuck, John Williamson — 7; NAYS: Malcolm Allen, Lysane Blanchette-Lamothe, Gerry Byrne, Alain Giguère — 4.

 

At 5:29 p.m., the Committee adjourned to the call of the Chair.
