The Standing Committee on Government Operations and Estimates met at 11:04 a.m. this day, in Room C-120, 1 Wellington Street, the Chair, Pat Martin, presiding.

Members of the Committee present: Dan Albas, Jay Aspin, Denis Blanchette, Kelly Block, Peter Braid, Hon. Ron Cannan, Linda Duncan, Jacques Gourde, Pat Martin, Hon. John McCallum, Mathieu Ravignat and Bernard Trottier.

Acting Members present: Laurin Liu for Mathieu Ravignat.

In attendance: Library of Parliament: Raphaelle Deraspe, Analyst ; Lindsay McGlashan, Analyst.

Witnesses: Government of British Columbia: Rob Abbott, Executive Director, Ministry of Environment, Climate Action Secretariat, Carbon Neutral Government and Climate Action Outreach; Bernie Gaudet, Acting Director, Corporate Sustainability, Ministry of Citizens' Services and Open Government, Shared Services BC; Erik Kaye, Acting Manager, Energy Efficiency Branch, Ministry of Energy, Mines and Natural Gas. Pursuant to Standing Order 108(3)(c)(iv) and the motion adopted by the Committee on Thursday, September 27, 2012, the Committee resumed its study of energy efficiency in government buildings, structures and public works.

Rob Abbott, Bernie Gaudet, Cindy Choy, Susanne Parent and Roberto Montanino made statements and, with the other witnesses, answered questions.

At 12:47 p.m., the sitting was suspended.

At 12:48 p.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the meeting of Tuesday, April 23, 2013, devoted to consideration of the 2013-2014 Main Estimates of the Treasury Board Secretariat be now moved to Wednesday, April 24, 2013, from 3:30 p.m. to 5:30 p.m., provided that the President of the Treasury Board appear during the first hour of the meeting and that his officials appear for the entire meeting.

It was agreed, — That, should they wish to do so, the political parties submit electronically to the Clerk their questions for the ministers and officials to appear as part of the consideration of the 2013-2014 Main Estimates by Friday, April 14, 2013, provided that this does not limit the Committee members’ ability to ask the questions they wish during these meetings.

At 12:59 p.m., the Committee adjourned to the call of the Chair.
