The Standing Committee on Government Operations and Estimates met in a televised session at 11:01 a.m. this day, in Room C-110, 1 Wellington Street, the Chair, Pat Martin, presiding.

 

Members of the Committee present: Dan Albas, Jay Aspin, Denis Blanchette, Kelly Block, Peter Braid, Hon. Ron Cannan, Linda Duncan, Jacques Gourde, Pat Martin, Hon. John McCallum, Mathieu Ravignat and Bernard Trottier.

 

In attendance: Library of Parliament: Raphaelle Deraspe, Analyst; Lindsay McGlashan, Analyst.

Pursuant to Standing Order 81(5) and 108(3)(c)(viii), the Committee commenced consideration of the Supplementary Estimates (C) 2012-13 and Supplementary Estimates (C) 2012-13, Votes 1c and 15c under TREASURY BOARD, referred to the Committee on Monday, February 25, 2013.

Bill Matthews and Christine Walker made statements and, with the other witnesses, answered questions.

Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (C) 2012-13: Votes 1c, 5c, 6c, 20c and 25c under PUBLIC WORKS AND GOVERNMENT SERVICES, referred to the Committee on Monday, February 25, 2013.

The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Tenth Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your Subcommittee met on Monday, February 25, 2013, to consider the business of the Committee and agreed to make the following recommendations:

1. That, notwithstanding any prior decision, the meeting of Tuesday, February 26, 2013, be devoted to considering the draft report for the study on the effectiveness of public-private partnerships in the delivery of government services;

2. That, notwithstanding any prior decision, the meeting of Thursday, February 28, 2013, be devoted to considering the Supplementary Estimates (C) for the 2012–2013 fiscal year and that the list of witnesses invited to appear be as follows: Treasury Board Secretariat officials, from 11 a.m. to 12 p.m., and Department of Public Works and Government Services officials, from 12 p.m. to 1 p.m.;

3. That the provinces of Manitoba and British Columbia be invited to appear for the study on energy efficiency in government buildings, structures and public works;

4. That Federal Buildings Initiative and Office of Energy Efficiency officials from the Department of Natural Resources be invited to appear again at the conclusion of hearings for the study on energy efficiency in government buildings, structures and public works on a date to be determined;

5. That, for its meeting of Tuesday, March 26, 2013, the Committee invite Treasury Board Secretariat officials to appear to continue the study of the government response to the Committee’s Seventh Report, entitled “Strengthening Parliamentary Scrutiny of Estimates and Supply”;

6. That, for its meeting of March 28, 2013, the Committee invite the Minister of Public Works and Government Services and/or officials from her department to appear to provide an update on the recently announced changes to the integrity provisions surrounding its procurement and real property transactions;

7. That the Committee consider later during this session the Canada First Defense Strategy.

 

It was agreed, — That the proposed budget in the amount of $10,500.00 for the study of energy efficiency in government buildings, structures and public works be adopted.

 

It was agreed, — That the meeting scheduled for Thursday, March 28, 2013, be cancelled and that the Clerk reschedule the appearance by the Minister of Public Works and Government Services and/or departmental officials to a later date so that Committee members may be briefed on the recently announced changes to the integrity provisions for procurement and real property transactions.

 

It was agreed, — That at the conclusion of its study on energy efficiency in government buildings, structures and public works, the Committee report its conclusions and recommendations to the House and that it request a comprehensive response by the government, pursuant to Standing Order 109.

 

At 1:03 p.m., the Committee adjourned to the call of the Chair.
