The Standing Committee on National Defence met at 3:31 p.m. this day, in Room 362, East Block, the Chair, James Bezan, presiding.

 

Members of the Committee present: Chris Alexander, James Bezan, Tarik Brahmi, Corneliu Chisu, Cheryl Gallant, Jack Harris, Jean-François Larose, Hon. John McKay, Christine Moore, Rick Norlock, Ted Opitz and Mark Strahl.

 

In attendance: Analyst: Melissa Radford, Library of Parliament. Library of Parliament: Erin Shaw, Analyst.

 

Witnesses: As an individual: Jean-Marie Dugas, Former Director, Canadian Forces Defense Lawyers. Canadian Forces Grievance Board: Bruno Hamel, Chairperson. As an individual: Ian Holloway, Professor and Dean, Faculty of Law, University of Calgary.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

By unanimous consent, it was agreed, — That the Committee send a letter of congratulations to recent Order in Council appointees to leadership positions in the Canadian Forces, and to outgoing or retiring members of the Canadian Forces leadership, and that the letter be signed by James Bezan, Jack Harris and John McKay.

 
Pursuant to the Order of Reference of Wednesday, December 12, 2012, the Committee resumed consideration of Bill C-15, An Act to amend the National Defence Act and to make consequential amendments to other Acts.
 

Ian Holloway, Bruno Hamel and Jean-Marie Dugas made statements and answered questions.

 

At 5:15 p.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit.

 

At 5:19 p.m., the sitting was suspended.

At 5:22 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

By unanimous consent, it was agreed, — That the Committee defray the hospitality expenses related to working meals to be held during its travel to Washington D.C., in the spring of 2013, in relation to the Committee’s study of the Defence of North America.

 

By unanimous consent, it was agreed, — That the Committee defray the hospitality expenses related to working meals to be held during its travel to Colorado Springs, Colorado, Winnipeg, Manitoba and Victoria, British-Columbia, in the spring of 2013, in relation to the Committee’s study of the Defence of North America.

 

At 5:24 p.m., the Committee adjourned to the call of the Chair.
