The Standing Committee on Industry, Science and Technology met in a televised session at 3:29 p.m. this day, in Room 237-C, Centre Block, the Chair, David Sweet, presiding.

 

Members of the Committee present: Peter Braid, John Carmichael, Cheryl Gallant, Dan Harris, Hon. Mike Lake, Hélène LeBlanc, Phil McColeman, Hon. Geoff Regan, Kennedy Stewart, David Sweet, Glenn Thibeault and Mark Warawa.

 

Acting Members present: Ted Hsu for Hon. Geoff Regan, Laurin Liu for Hélène LeBlanc and James Lunney for Mark Warawa.

 

In attendance: House of Commons: Guillaume La Perrière, Procedural Clerk. Library of Parliament: Mathieu Frigon, Analyst; Dillan Theckedath, Analyst.

 

Appearing: Hon. Gary Goodyear, P.C., M.P., Minister of State (Science and Technology) (Federal Economic Development Agency for Southern Ontario).

 

Witnesses: Department of Industry: Robert Dunlop, Assistant Deputy Minister, Science and Innovation Sector. Federal Economic Development Agency for Southern Ontario: Bruce Archibald, President; Clair Gartley, Vice-President, Business Innovation and Community Development; Linda Cousineau, Chief Financial Officer, Finance, Information Management and Informatics.

 
Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2013-14: Votes 1, 5 and 10 under ATLANTIC CANADA OPPORTUNITIES AGENCY, Votes 1 and 5 under ECONOMIC DEVELOPMENT AGENCY OF CANADA FOR THE REGIONS OF QUEBEC, Votes 1, 5, 10, L15, L20, 25, 30, 35, 40, 45, 50, 55, 60, 65, 70, 75, 80, 85, 90, 95, 100 and 105 under INDUSTRY, and Votes 1 and 5 under WESTERN ECONOMIC DIVERSIFICATION referred to the Committee on Monday, February 25, 2013.
 

The Chair called Vote 1 under INDUSTRY.

 

The Minister made a statement and, with the other witnesses, answered questions.

 

At 4:31 p.m., the sitting was suspended.

At 4:35 p.m., the sitting resumed.

 

Questioning of the witnesses resumed.

 

Glenn Thibeault moved, — That the Committee undertake a study into the increased taxation of hundreds of consumer goods detailed in Budget 2013, including the 5% tax increase on iPods and MP3 players, the possibility that TVs and other goods may have been taxed retroactively, and the impact of these tax changes for consumers, retailers, and industry, and that the Committee reports its findings back to the House.

 

On motion of Mike Lake, it was agreed, — That the Committee proceed to sit in camera.

 

At 5:08 p.m., the sitting was suspended.

At 5:11 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 5:12 p.m., the Committee adjourned to the call of the Chair.
