MINUTES OF PROCEEDINGS

Meeting No. 43

Monday, June 18, 2012

The Standing Committee on Fisheries and Oceans met at 4:12 p.m. this day, in Room C-110, 1 Wellington Street, the Chair, Rodney Weston, presiding.

Members of the Committee present: Mike Allen, Robert Chisholm, Patricia Davidson, Fin Donnelly, Bryan Hayes, Randy Kamp, Ryan Leef, Hon. Lawrence MacAulay, Robert Sopuck, Philip Toone, Jonathan Tremblay and Rodney Weston.

In attendance: Library of Parliament: Kristen E. Courtney, Analyst.

Witnesses: Great Lakes and St. Lawrence Cities Initiative: David A. Ullrich, Executive Director.

The Committee proceeded to the consideration of matters related to Committee business.

Robert Chisholm shared his notice of motion of June 11, 2012 which read as follows:

— That, because there continues to be a great deal of controversy over whether the Government’s plan to “modernize the fishery”, means getting rid of the owner operator fleet separation policy on the East Coast; and since there are different views on whether fisheries management policy should be designed to maximize economic efficiencies or maximize jobs and promote the survival of coastal communities, we propose that the Committee undertake a study into the owner operator and fleet separation policy, such study to involve consultations with east and west coast fishers and those dependent on the survival of coastal communities; such study to also explore international comparisons; and that the Committee report its conclusions to the House.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, December 13, 2011, the Committee resumed its study on invasive species that pose a threat to the Great Lakes system.

David A. Ullrich made a statement and answered questions.

At 5:18 p.m., the Committee adjourned to the call of the Chair.
