The Standing Committee on Finance met in a televised session at 8:32 a.m. this day, in Room C-110, 1 Wellington Street, the Chair, James Rajotte, presiding.

Members of the Committee present: Guy Caron, Shelly Glover, Randy Hoback, Brian Jean, Hoang Mai, Wayne Marston, Cathy McLeod, Peggy Nash, James Rajotte and Dave Van Kesteren.

Acting Members present: Dan Albas for Mark Adler, Kellie Leitch for Randy Hoback and Hon. John McKay for Hon. Scott Brison.

In attendance: Library of Parliament: Mark Mahabir, Analyst ; Brett Stuckey, Analyst . House of Commons: Alexandre Roger, Procedural Clerk.

Witnesses: As an individual: Michael Wolfson, Professor. Council of Canadians with Disabilities: Vangelis Nikias, Project Manager, Convention on the Rights of Persons with Disabilities. Canadian Life and Health Insurance Association Inc.: Frank Zinatelli, Vice-President, General Counsel. Rotman International Centre for Pension Management: Keith P. Ambachtsheer, Director. As an individual: Arthur Sweetman, Professor, Ontario Chair in Health and Human Resources, Department of Economics, McMaster University.

Pursuant to the Order of Reference of Monday, May 14, 2012, the Committee resumed consideration of Bill C-38, An Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures.

Michael Wolfson, Vangelis Nikias, Frank Zinatelli, Keith P. Ambachtsheer and Arthur Sweetman made statements and answered questions.

At 10:15 a.m., the Committee adjourned to the call of the Chair.
