The Standing Committee on Finance met at 8:45 a.m. this day, in Room 7-52, 131 Queen Street, the Chair, James Rajotte, presiding.

 

Members of the Committee present: Mark Adler, Hon. Scott Brison, Guy Caron, Raymond Côté, Shelly Glover, Randy Hoback, Brian Jean, Cathy McLeod, Peggy Nash, James Rajotte, Murray Rankin and Dave Van Kesteren.

 

In attendance: Library of Parliament: James Gauthier, Analyst; Mark Mahabir, Analyst.

 

Witnesses: Canada 2020: Diana Carney, Vice-President, Research. C.D. Howe Institute: Finn Poschmann, Vice-President, Research. First Nations Tax Commission: Manny Jules, Chief Commissioner. TD Bank Financial Group: Craig Alexander, Senior Vice-President and Chief Economist. Canadian Taxpayers Federation: Gregory Thomas, Federal Director. Montreal Economic Institute: Yanick Labrie, Economist. As an individual: Jason Clemens, Executive Vice-President, Fraser Institute. Fraser Institute: Charles Lammam, Associate Director, Centres for Tax and Budget Policy and Studies in Economic Prosperity.

 
Pursuant to the Order of Reference of Wednesday, June 13, 2012, the Committee commenced its study of Income Inequality in Canada.
 

Diana Carney, Finn Poschmann, Manny Jules and Craig Alexander made statements and answered questions.

 

At 9:46 a.m., the sitting was suspended.

At 9:51 a.m., the sitting resumed.

 

Gregory Thomas, Yanick Labrie, Jason Clemens, by videoconference from Vancouver, British Columbia and Charles Lammam, by videoconference from Vancouver, British Columbia, made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Murray Rankin moved, — That the Committee invite the Minister of National Revenue, and the appropriate Department officials, to appear before the Committee before Tuesday, April 30, 2013, to explain the impact that budget reductions at the Canada Revenue Agency will have on the Agency’s capacity to effectively prevent, investigate and prosecute cases of tax evasion using international tax havens.

 

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

Raymond Côté gave notice of the following motion:

That the Standing Committee on Finance undertake a study on the impact of Budget 2013's proposed tariff increases on the Canada-US price gap and on policy measures that could be implemented to shrink this gap, and that the Committee report its findings to the House.

 

At 10:43 a.m., the Committee adjourned to the call of the Chair.
