The Standing Committee on Citizenship and Immigration met at 9:00 a.m. this day, in Room 7-52, 131 Queen Street, the Chair, David Tilson, presiding.

 

Members of the Committee present: Rick Dykstra, Mylène Freeman, Sadia Groguhé, Roxanne James, Kevin Lamoureux, Chungsen Leung, Costas Menegakis, Ted Opitz, Jinny Jogindera Sims, Rathika Sitsabaiesan, David Tilson and John Weston.

 

In attendance: Library of Parliament: Julie Béchard, Analyst; Sandra Elgersma, Analyst. House of Commons: Philippe Méla, Legislative Clerk.

 

Witnesses: As individuals: Emily Gilbert, Associate Professor, Director, Canadian Studies Program, University of Toronto; Richard Kurland, Policy Analyst and Lawyer. Center for a Secure Free Society: J.D. Gordon, Senior Communications Advisor. Department of Citizenship and Immigration: Alain Desruisseaux, Director General, Admissibility Branch; Matthew Oommen, Senior Counsel, Legal Services; Maia Welbourne, Director, Document and Visa Policy, Admissibility Branch.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Wednesday, November 7, 2012, the Committee resumed its study of the subject matter of clauses 308 to 314 (Immigration and Refugee Protection Act) of Bill C-45, A Second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures.
 

J.D. Gordon, by videoconference from Washington, D.C., Emily Gilbert and Richard Kurland made statements and answered questions.

 

At 10:30 a.m., the sitting was suspended.

At 10:33 a.m., the sitting resumed.

 

The Committee commenced consideration of a draft response.

 

Maia Welbourne answered questions.

 

It was agreed, — That, following its consideration of the subject matter of clauses 308 to 314 (Immigration and Refugee Protection Act) of Bill C-45, the Committee send a letter to the Chair of the Standing Committee on Finance, informing him that the Committee will not be forwading any amendments.

 

At 10:54 a.m., the Committee adjourned to the call of the Chair.
