The Standing Committee on Citizenship and Immigration met in a televised session at 3:32 p.m. this day, in Room C-110, 1 Wellington Street, the Chair, David Tilson, presiding.

 

Members of the Committee present: Rick Dykstra, Mylène Freeman, Sadia Groguhé, Kevin Lamoureux, Chungsen Leung, Costas Menegakis, Ted Opitz, Jinny Jogindera Sims, Rathika Sitsabaiesan, David Tilson and John Weston.

 

Acting Members present: Hon. Rob Moore for Roxanne James.

 

In attendance: Library of Parliament: Julie Béchard, Analyst; Sandra Elgersma, Analyst.

 

Witnesses: Canadian Bar Association: Kerri Froc, Staff Lawyer, Law Reform and Equality; Michael A. Greene, Member, National Immigration Law Section. Table de concertation des organismes au service des personnes réfugiées et immigrantes: Rivka Augenfeld, Representative; Richard Goldman, Refugee Protection Coordinator. Pursuant to the Order of Reference of Tuesday, October 16, 2012, the Committee resumed consideration of Bill C-43, An Act to amend the Immigration and Refugee Protection Act.
 

Reynaldo Reis Visarra Jr. Pagtakhan, by videoconference from Winnipeg, Manitoba, Kerri Froc and Michael A. Greene made statements and answered questions.

 

At 4:32 p.m., the sitting was suspended.

At 4:36 p.m., the sitting resumed.

 

Rivka Augenfeld and Richard Goldman made statements and answered questions.

 

At 5:27 p.m., the sitting was suspended.

At 5:28 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Seventh Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your Subcommittee met on Monday, November 5, 2012, to consider the business of the Committee and agreed to make the following recommendations:

1. That the Committee undertake a study of the subject matter of Division 16 (Immigration and Refugee Protection Act) of Bill C-45, A second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures;

2. That the Committee hear witnesses in relation to that study on Monday, November 19, 2012, from 10:00 a.m. to 1:00 p.m. and on Tuesday, November 20, 2012, from 9:00 a.m. to 10:30 a.m.;

3. That the meetings to hear witnesses be divided into one and a half (1.5) hour panels, and that each panel include at most five (5) witnesses and that each witness be given eight (8) minutes for their opening remarks;

4. That Committee members submit their prioritized witness lists, with the witnesses’ complete contact information, to the Clerk no later than Wednesday, November 7, 2012, before the close of business (5:30 p.m.);

5. That the total number of witnesses be divided among the recognized parties according to their standings in the House of Commons: five (5) witnesses for the Government (Conservative Party), three (3) witnesses for the Official Opposition (New Democratic Party) and one (1) witness for the other opposition party (Liberal Party);

6. That proposed amendments to the Bill be submitted to the Clerk in both official languages before 4:00 p.m. on Monday, November 19, 2012;

7. That the Committee consider the suggested amendments to the Bill on Tuesday, November 20, 2012, from 10:30 a.m. to 12:00 p.m. and that the Chair convey the outcome of the debate in a letter to the Chair of the Standing Committee on Finance before 5:00 p.m. on Tuesday, November 20, 2012.

 

At 5:35 p.m., the Committee adjourned to the call of the Chair.
