The Standing Committee on Citizenship and Immigration met in a televised session at 3:32 p.m. this day, in Room C-110, 1 Wellington Street, the Chair, David Tilson, presiding.

 

Members of the Committee present: Rick Dykstra, Mylène Freeman, Roxanne James, Chungsen Leung, Costas Menegakis, Jinny Jogindera Sims, Rathika Sitsabaiesan, David Tilson and John Weston.

 

Acting Members present: Joyce Bateman for Ted Opitz, Alexandre Boulerice for Sadia Groguhé and Hon. Geoff Regan for Kevin Lamoureux.

 

In attendance: Library of Parliament: Julie Béchard, Analyst; Sandra Elgersma, Analyst.

 

Witnesses: Canadian Council for Refugees: Andrew Brouwer, Representative. Schizophrenia Society of Ontario: Irina Sytcheva, Manager, Policy and Community Relations. As an individual: Julie Taub, Immigration and Refugee Lawyer.

 
Pursuant to the Order of Reference of Tuesday, October 16, 2012, the Committee resumed consideration of Bill C-43, An Act to amend the Immigration and Refugee Protection Act.
 

Julie Taub and Irina Sytcheva made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Geoff Regan moved, — That the Committee undertake a study on the subject matter of the section of Bill C-45 which fall within the mandate of this Committee, namely Part 4 division 16 and report of its findings to the House no later than Monday, November 5, 2012.

 

By unanimous consent, it was agreed, — That the debate be now adjourned.

 

Questioning of the witnesses resumed.

 

At 4:36 p.m., the sitting was suspended.

At 4:38 p.m., the sitting resumed.

The Committee resumed consideration of the motion of Geoff Regan, — That the Committee undertake a study on the subject matter of the section of Bill C-45 which fall within the mandate of this Committee, namely Part 4 division 16 and report of its findings to the House no later than Monday, November 5, 2012.

 

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

It was agreed, — That MADD Canada be added to the Conservative Party witness list.

 

Questioning of Andrew Brouwer resumed.

 

At 5:33 p.m., the Committee adjourned to the call of the Chair.
