The Standing Committee on International Trade met at 3:36 p.m. this day, in Room 268, La Promenade Building, for the purpose of electing a Chair, pursuant to Standing Order 106(1).

 

Members of the Committee present: Hon. Ron Cannan, Don Davies, Hon. Wayne Easter, Russ Hiebert, Ed Holder, Gerald Keddy, Hon. Rob Merrifield, Marc-André Morin, Annick Papillon, Jasbir Sandhu, Bev Shipley and Devinder Shory.

 

In attendance: Parliament of Canada: James M. Latimer, Procedural Clerk. Library of Parliament: Alexandre Gauthier, Analyst.

 

Witnesses: Department of Foreign Affairs and International Trade: Cameron MacKay, Director General, China Trade Policy Bureau; Jeffrey Marder, Director, Latin America and Caribbean - Strategic Relations; John O'Neill, Director, Investment Trade Policy Division. Department of Finance: Alain Castonguay, Senior Chief, Tax Treaties, Tax Policy Branch. Department of Human Resources and Skills Development: Pierre Bouchard, Director, Bilateral and Regional Labour Affairs. Canadian Council for the Americas: Michael Harvey, President. Inmet Mining Corporation: Jochen Tilk, President and Chief Executive Officer.

 
Pursuant to Standing Order 106(2), the Clerk of the Committee presided over the election of a Chair.
 

On motion of Don Davies, it was agreed, — That Hon. Rob Merrifield be elected Chair of the Committee.

 

By unanimous consent and pursuant to Standing Order 106(2), the Clerk of the Committee presided over the election of the Vice-Chairs.

 

On motion of Ed Holder, it was agreed, — That Don Davies be elected first Vice-Chair of the Committee.

 

On motion of Don Davies, it was agreed, — That Hon. Wayne Easter be elected second Vice-Chair of the Committee.

 

Hon. Rob Merrifield took the Chair.

 
By unanimous consent and pursuant to the Order of Reference of Wednesday, June 20, 2012 and the motion adopted by the Committee on Tuesday, September 18, 2012, the Committee commenced consideration of Bill C-24, An Act to implement the Free Trade Agreement between Canada and the Republic of Panama, the Agreement on the Environment between Canada and the Republic of Panama and the Agreement on Labour Cooperation between Canada and the Republic of Panama.
 

On motion of Gerald Keddy, it was agreed, — That, in relation to the study of Bill C-24, the proposed budget in the amount of $14,700 be adopted.

 

Don Davies moved, — That the Committee hear from the witnesses present from the Department of Foreign Affairs and International Trade during this meeting and reschedule the other two witnesses for another meeting.

 

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 4; NAYS: 6.

 

Cameron MacKay made a statement and, with Pierre Bouchard and Alain Castonguay, answered questions.

 

At 4:33 p.m., the sitting was suspended.

At 4:36 p.m., the sitting resumed.

 

Jochen Tilk, by videoconference from Toronto, Ontario, and Michael Harvey made statements and answered questions.

 

At 5:15 p.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit.

 

At 5:25 p.m., the Committee adjourned to the call of the Chair.
