The Standing Committee on Aboriginal Affairs and Northern Development met at 4:04 p.m. this day, in Room 362, East Block, the Chair, Chris Warkentin, presiding.

 

Members of the Committee present: Hon. Carolyn Bennett, Dennis Bevington, Ray Boughen, Rob Clarke, Jean Crowder, Jonathan Genest-Jourdain, Carol Hughes, Blake Richards, Greg Rickford, Kyle Seeback, Chris Warkentin and David Wilks.

 

Acting Members present: Devinder Shory for Blake Richards.

 

In attendance: Library of Parliament: Norah Kielland, Research Assistant; Tonina Simeone, Analyst.

 

Appearing: Hon. John Duncan, Minister of Aboriginal Affairs and Northern Development.

 

Witnesses: Department of Justice: Tom Isaac, Senior Counsel, Negotiations, Northern Affairs and Federal Interlocuter. Department of Indian Affairs and Northern Development: Colleen Swords, Associate Deputy Minister; Janice Traynor, Environmental Policy Analyst, Environmental Policies and Studies, Northern Affairs; Stephen Traynor, Director, Resource Policy and Programs Directorate, Natural Resources and Environment Branch; Camille Vézina, Manager, Legislation and Policy, Resource Policy and Programs Directorate, Northern Affairs; Michael Wernick, Deputy Minister.

 
Pursuant to the Order of Reference of Monday, November 26, 2012, the Committee commenced consideration of Bill C-47, An Act to enact the Nunavut Planning and Project Assessment Act and the Northwest Territories Surface Rights Board Act and to make related and consequential amendments to other Acts.
 

Stephen Traynor, Janice Traynor and Camille Vézina made statements.

 

At 4:25 p.m., the sitting was suspended.

At 4:33 p.m., the sitting resumed.

 
Pursuant to its Order of Reference of Thursday, November 8, 2012, the Committee commenced consideration of the Supplementary Estimates (B), 2012-13: Votes 1b, 10b and 25b under INDIAN AFFAIRS AND NORTHERN DEVELOPMENT, Vote 35b under HEALTH.
 

John Duncan made a statement and, with Michael Wernick answered questions.

 

It was agreed, — That the Committee invite Nunavut Tungavik Incorporated to appear before the Committee on Monday, December 10, 2012 in relation to its study of Bill C-47, An Act to enact the Nunavut Planning and Project Assessment Act and the Northwest Territories Surface Rights Board Act and to make related and consequential amendments to other Acts.

 

It was agreed, — That the Committee invite government officials to appear before the Committee on Wednesday, December 12, 2012 from 3:30 to 4:30 p.m. in relation to its study of Bill C-47, An Act to enact the Nunavut Planning and Project Assessment Act and the Northwest Territories Surface Rights Board Act and to make related and consequential amendments to other Acts.

 

It was agreed, — That the Committee invite a representative of the Government of the Yukon to appear before the Committee on Wednesday, December 12, 2012 from 4:30 to 5:30 p.m. in relation to its study of Bill C-47, An Act to enact the Nunavut Planning and Project Assessment Act and the Northwest Territories Surface Rights Board Act and to make related and consequential amendments to other Acts.

 

At 5:29 p.m., the Committee adjourned to the call of the Chair.
