The Standing Committee on Aboriginal Affairs and Northern Development met in a televised session at 5:09 p.m. this day, in Room 253-D, Centre Block, the Chair, Chris Warkentin, presiding.

 

Members of the Committee present: Hon. Carolyn Bennett, Dennis Bevington, Ray Boughen, Rob Clarke, Jonathan Genest-Jourdain, Carol Hughes, Blake Richards, Greg Rickford, Kyle Seeback, Chris Warkentin and David Wilks.

 

Acting Members present: Anne-Marie Day for Jean Crowder.

 

Associate Members present: Kelly Block.

 

In attendance: Library of Parliament: Tonina Simeone, Analyst; Norah Kielland, Analyst.

 

Appearing: Hon. John Duncan, P.C., M.P., Minister of Aboriginal Affairs and Northern Development.

 

Witnesses: Department of Indian Affairs and Northern Development: Brenda Kustra, Director General, Governance Branch, Regional Operations Sector; Andrew Francis, Director General, Corporate Accounting and Material Management, Chief Financial Officer Sector. Department of Justice: Karl Jacques, Senior Counsel.

 
Pursuant to its Order of Reference of Thursday, June 21, 2012 and the motion agreed by the Committee on Wednesday, October 3, 2012, the Committee commenced consideration of Bill C-27, An Act to enhance the financial accountability and transparency of First Nations.
 

The Minister made a statement and, with Brenda Kustra, Andrew Francis and Karl Jacques, answered questions.

 

At 6:11 p.m., the sitting was suspended.

At 6:14 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Fifth Report from the Subcommittee on Agenda and Procedure, which read as follows be concurred in:

1. That, in relation to its study of Bill C-27, An Act to enhance the financial accountability and transparency of First Nations, the Committee invite representatives of the following organisations to appear; and, that they be grouped together, if possible, on the following one hour panels:

- The Aboriginal Financial Officers Association, the National Centre of First Nations Governance and Patterson Creek Consulting.

- The Canadian Taxpayers Federation, the Peguis Accountability Coalition and the Frontier Centre for Public Policy.

2. That, in relation to its study of Bill C-27, An Act to enhance the financial accountability and transparency of First Nations, the Committee invite the Office of the Privacy Commissioner to appear for one hour, and that the Committee invite the Office of the Auditor General to appear for one hour.

3. That, in relation to its study of Bill C-27, An Act to enhance the financial accountability and transparency of First Nations, the Committee invite representatives of the following First Nations to appear on two one hour panels:

- The Annapolis Valley First Nation

- The Kamloops Indian Band

- The Membertou First Nation

- The Nippissing First Nation

- The Norway House Cree Nation

- The Sawridge First Nation

4. That, in relation to its study of Bill C-27, An Act to enhance the financial accountability and transparency of First Nations, Government Officials be invited to appear.

 

It was agreed, — That in relation to the study of Bill C-27, An Act to enhance the financial accountability and transparency of First Nations, the proposed budget in the amount of $31,600, be adopted.

 

At 6:17 p.m., the Committee adjourned to the call of the Chair.
