The House resumed consideration of the motion of Mr. Clement (Minister of Industry), seconded by Mr. Ashfield (Minister of National Revenue, Minister of the Atlantic Canada Opportunities Agency and Minister for the Atlantic Gateway), — That Bill C-28, An Act to promote the efficiency and adaptability of the Canadian economy by regulating certain activities that discourage reliance on electronic means of carrying out commercial activities, and to amend the Canadian Radio-television and Telecommunications Commission Act, the Competition Act, the Personal Information Protection and Electronic Documents Act and the Telecommunications Act, be now read a third time and do pass.

The debate continued.

Deferred Recorded Divisions

Business of Supply

Pursuant to Order made Thursday, November 18, 2010, the House proceeded to the taking of the deferred recorded division on the motion of Mr. LeBlanc (Beauséjour), seconded by Mr. Proulx (Hull—Aylmer), — That, in the opinion of the House, the government's decision to purchase the F-35 stealth fighter jets without holding an open competition will cost Canadian taxpayers billions of dollars at a time of unprecedented deficits and will create fewer jobs in the Canadian aerospace industry than would be guaranteed through an open competition and therefore the House calls on the government to immediately cancel their plan to spend $16 billion through an untendered, uncompetitive process while there is still no penalty to do so and instead commit to holding an open competition to replace the CF-18s based on clear and publicly disclosed foreign and defence policy requirements.
