The Standing Committee on Procedure and House Affairs met at 11:02 a.m. this day, in Room 112-N, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Harold Albrecht, Claude DeBellefeuille, Judy Foote, Yvon Godin, Mario Laframboise, Tom Lukiwski, Joe Preston, Marcel Proulx, Yasmin Ratansi, Scott Reid and Terence Young.

 

Acting Members present: Martha Hall Findlay for Yasmin Ratansi, Pierre A. Paquette for Claude DeBellefeuille, Pierre A. Paquette for Mario Laframboise, Daniel Petit for Steven Blaney and Alan Tonks for Judy Foote.

 

Other Members present: Thomas J. Mulcair.

 

In attendance: Library of Parliament: Andre Barnes, Analyst; Nicolas Auclair, Analyst; Élise Hurtubise-Loranger, Analyst. House of Commons: Julie Pelletier, Procedural Clerk.

 

Witnesses: Bernard Bigras, M.P., Rosemont—La Petite-Patrie. Bloc Québécois: Marc-André Roche, Counsellor.

 
Pursuant to Standing Order 92(2), the Committee commenced consideration of matters relating to Private Members' Business, regarding Bill C-486, An Act respecting the negotiation and conclusion of treaties.
 

Bernard Bigras made a statement and, with Marc-André Roche, answered questions.

 

At 11:35 a.m., the sitting was suspended.

At 11:40 a.m., the sitting resumed in camera.

 
Pursuant to Standing Order 108(3)(a), the Committee resumed consideration of matters relating to Private Members' Business.
 

The Committee commenced consideration of a draft report.

 

It was agreed, — That the Chair present the report to the House.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, the Committee meet for the purpose of receiving witness testimony on Wednesday, March 16 and Thursday, March 17, 2011, in relation to the study of the question of privilege relating to the failure of the Government to fully provide the documents as ordered by the House.

 

It was agreed, — That, the Committee meet for the purpose of receiving witness testimony on Friday, March 18, 2011, in relation to the study of the question of privilege relating to statements made by the Minister of International Cooperation.

 

It was agreed, — That, in relation to the study of the question of privilege relating to the failure of the Government to fully provide the documents as ordered by the House and the study on the question of privilege relating to statements made by the Minister of International Cooperation, members submit their suggested witness lists to the Clerk no later than 2:00 p.m. on Friday, March 11, 2011.

 

At 12:06 p.m., the Committee adjourned to the call of the Chair.
