The Standing Committee on Justice and Human Rights met by videoconference at 3:43 p.m. this day, in Room 7-52, 131 Queen Street, the Chair, Ed Fast, presiding.

 

Members of the Committee present: Joe Comartin, Bob Dechert, Ed Fast, Hon. Marlene Jennings, Derek Lee, Serge Ménard, Rick Norlock, Daniel Petit, Brent Rathgeber and Stephen Woodworth.

 

Acting Members present: Ruby Dhalla for Brian Murphy and Louis Plamondon for Marc Lemay.

 

In attendance: Library of Parliament: Robin MacKay, Analyst. House of Commons: Mariane Beaudin, Procedural Clerk.

 

Witnesses: As an individual: William Marshall, Director, Rockwood Psychological Services. Office of the Attorney General of Prince Edward Island: Randall Fletcher, Sexual Deviance Specialist. Canadian Criminal Justice Association: Stacey Hannem, Chair, Policy Review Committee.

 
Pursuant to the Order of Reference of Monday, December 6, 2010, the Committee resumed consideration of Bill C-54, An Act to amend the Criminal Code (sexual offences against children).
 

William Marshall, Randall Fletcher, by videoconference from Charlottetown, Prince Edward Island, and Stacey Hannem, by videoconference from Brantford, Ontario, made statements and answered questions.

 

The Chair presented the Seventh Report from the Subcommittee on Agenda and Procedure.

The Report of the Subcommittee was concurred in as follows:

Your Subcommittee met on Thursday, February 3, 2011, to consider the business of the Committee and agreed to make the following recommendations:

1. On Bill C-54

That on Bill C-54, An Act to amend the Criminal Code (sexual offences against children), the Committee invite witnesses to appear Monday, February 7, Wednesday, February 9 and Monday, February 14, 2011, and proceed to clause-by-clause consideration once all confirmed witnesses have been heard; and

That Members submit their proposed amendments by 12:00 p.m. on Tuesday, February 15, 2011.

 

At 5:32 p.m., the Committee adjourned to the call of the Chair.
