The Standing Committee on Industry, Science and Technology met in a televised videoconference session at 9:00 a.m. this day, in Room 237-C, Centre Block, the Chair, Michael D.Chong, presiding.

 

Members of the Committee present: Robert Bouchard, Serge Cardin, Hon. Michael D. Chong, Marc Garneau, Mike Lake, Brian Masse, Dave Van Kesteren and Mike Wallace.

 

Acting Members present: Hon. Mauril Bélanger for Anthony Rota, Randy Hoback for Peter Braid, Hon. John McCallum for Hon. Dan McTeague and Joe Preston for Gordon Brown.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, July 20, 2010, the Committee resumed its study of the long-form portion of the Census.
 

Mel Cappe, Ian McKinnon, Joseph Lam, James P. Henderson, James L. Turk, Michael Ornstein, and Clément Chartier made statements and answered questions.

 

At 10:59 a.m., the sitting was suspended.

At 11:30 a.m., the sitting resumed.

 

Michael R. Veall, Jean-Pierre Beaud, Dave Rutheford, Victor Oh, Denis Bélisle, Ken Murdoch and Micheal Vonn (by videoconference from Vancouver, British Columbia) made statements and answered questions.

 

At 1:29 p.m., the sitting was suspended.

At 2:00 p.m., the sitting resumed.

 

Peggy Taillon, Pierre Noreau, Zinsheng (Simon) Zhong and Lawrie McFarlane (by videoconference from Victoria, British Columbia) made statements and answered questions.

The Committee proceeded to the consideration of matters related to Committee business.
 

Randy Hoback moved, — That the proposed operational budget in the amount of $ 39,800, for the Committee's study of the long-form portion of the census, be adopted .

 

The question was put on the motion and it was agreed to.

 

Marc Garneau moved, — That the Government of Canada re-instate the mandatory long-form census;

and that the government introduce legislative amendments to the Statistics Act to remove completely the provision of imprisonment from Section 31 of the Act and this would therefore apply to the Census of Population, the Long-Form Census and the Census of Agriculture.

 

Mauril Bélanger moved, — That the motion be amended by adding after the word “Agriculture” the following: “and that the Committee submit a report to the House of Commons”.

 

The question was put on the amendment of Mauril Bélanger and it was agreed to.

 

The question was put on the motion, as amended, and it was agreed to on the following recorded division: YEAS: Mauril Bélanger, Robert Bouchard, Serge Cardin, Marc Garneau, Brian Masse, John McCallum — 6; NAYS: Randy Hoback, Mike Lake, Joe Preston, Mike Wallace — 4.

 

The motion, as amended, read as follows:

That the Government of Canada re-instate the mandatory long-form census;

and that the government introduce legislative amendments to the Statistics Act to remove completely the provision of imprisonment from Section 31 of the Act and this would therefore apply to the Census of Population, the Long-Form Census and the Census of Agriculture, and that the Committee submit a report to the House.
