The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 3:30 p.m. this day, in Room 308, West Block, the Chair, Candice Hoeppner, presiding.

 

Members of the Committee present: Josée Beaudin, Ron Cannan, Rick Casson, Raymonde Folco, Candice Hoeppner, Ed Komarnicki, Yves Lessard, Ben Lobb, Michael John Savage and Maurice Vellacott.

 

Acting Members present: Hon. Larry Bagnell for Hon. Maria Minna and Megan Anissa Leslie for Tony Martin.

 

Associate Members present: Libby Davies and Gerard Kennedy.

Pursuant to the Order of Reference of Wednesday, March 3, 2010, and the motion agreed to on Wednesday, March 17, 2010 the Committee commenced clause-by-clause consideration of Bill C-304, An Act to ensure secure, adequate, accessible and affordable housing for Canadians.
 

Pursuant to Standing Order 75(1), consideration of the Preamble and Clause 1 was postponed.

The Chair called Clause 2.

 

At 3:46 p.m., the sitting was suspended.

At 3:51 p.m., the sitting resumed.

 

On motion of Ed Komarnicki, it was agreed, — That the report of this Committee on Bill C-304, An Act to ensure secure, adequate, accessible and affordable housing for Canadians, which was agreed to in the last session on Thursday, December 10, 2009, be deemed adopted in this present session, as it was debated and subjected to the same voting pattern without any change. (see Minutes of Proceedings Nos. 55, 56, 68 and 69, 40th Parliament, 2nd Session)

Accordingly, the following amendments were deemed adopted.

 

Clause 2

That Bill C-304, in Clause 2, be amended by adding after line 12 on page 2 the following:

““Aboriginal community” means a community made up of Métis, Inuit or First Nations peoples, whether or not that community is situated on a reserve.”

That Bill C-304, in Clause 2, be amended by replacing lines 27 and 28 on page 2 with the following:

“including food, clothing and access to health care services, education and recreational activities.”

Clause 3

That Bill C-304, in Clause 3, be amended by replacing line 2 on page 3 with the following:

“with the provincial and territorial ministers of the Crown”

That Bill C-304, in Clause 3, be amended by replacing lines 4 and 5 on page 3 with the following:

“and with representatives of municipalities, Aboriginal communities, non-profit and private sector housing providers and civil society organizations, including those that represent groups in need of adequate housing, establish a national”

That Bill C-304, in Clause 3, be amended by replacing lines 6 to 10 on page 3 with the following:

“housing strategy designed to respect, protect, promote and fulfil the right to adequate housing as guaranteed under international human rights treaties ratified by Canada.”

That Bill C-304, in Clause 3, be amended by replacing line 11 on page 3 with the following:

“(2) The national housing strategy shall ensure that the cost of housing in Canada does not compromise an individual’s ability to meet other basic needs, including food, clothing and access to health care services, education and recreational activities, and shall pro-”

“(3) The national housing strategy shall include incentives for affordable rental housing and shall”

“(4) The national housing strategy shall give priority to ensuring the availability of secure, adequate, accessible and affordable housing to those without housing and to members of groups particularly vulnerable to homelessness, including”

That Bill C-304, in Clause 3, be amended by replacing line 16 on page 4 with the following:

“(c) members of groups denied housing as a”

That Bill C-304, in Clause 3, be amended by adding after line 17 on page 4 the following:

“(d) those who are experiencing violence or who are at risk of experiencing violence.”

New Clause 3.1

That Bill C-304 be amended by adding after line 17 on page 4 the following new clause:

“3.1 The Government of Quebec may choose to be exempted from the application of this Act and may, if it chooses to do so, receive an unconditional payment equal to the total of the amounts that would otherwise be paid within its territory under this Act.”

Clause 4

That Bill C-304, in Clause 4, be amended by replacing line 19 on page 4 with the following:

“provincial and territorial ministers of the Crown responsible”

That Bill C-304, in Clause 4, be amended by replacing line 22 on page 4 with the following:

“(a) develop standards and set objectives and targets for the national housing strategy referred to in subsection 3(1) — including targets to end homelessness — with clear timelines and accountability mechanisms, and develop programs to carry out the strategy;”

That Bill C-304, in Clause 5, be amended by replacing line 4 on page 5 with the following:

“(d) develop a process for review and follow-up on any concerns or recommendations received from United Nations human rights bodies with respect to the right to adequate housing in Canada.”

Clause 6

That Bill C-304, in Clause 6, be amended by replacing line 11 on page 5 with the following:

“paragraphs 5(a) to (e), to be laid before each”

Your Committee has ordered a reprint of Bill C-304, as amended, as a working copy for the use of the House of Commons at the report stage.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Rick Casson, it was agreed, — That the proposed budget in the amount of $14,129 for the Committee’s study on the Federal Contribution to Reducing Povery in Canada for travel to Lac Simon Reserve and Kitcisakik Reserve be adopted and that the Chair present the said budget to the Budget Subcommittee of the Liaison Committee.
