The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 11:04 a.m. this day, in Room 8-53, 131 Queen St., the Chair, Candice Hoeppner, presiding.

 

Members of the Committee present: Josée Beaudin, Kelly Block, Hon. Rick Casson, Raymonde Folco, Candice Hoeppner, Ed Komarnicki, Yves Lessard, Tony Martin, Michael John Savage, Maurice Vellacott and Jeff Watson.

 

Acting Members present: Hon. Judy Sgro for Hon. Maria Minna.

 

Associate Members present: Libby Davies.

 

In attendance: Library of Parliament: Sandra Gruescu, Analyst; André Léonard, Analyst. House of Commons: Lucie Tardif-Carpentier, Legislative Clerk; Monique Hamilton, Legislative Clerk.

 
Pursuant to the Order of Reference of Wednesday, November 24, 2010, the Committee resumed consideration of the Order of the House respecting the recommittal of Bill C-304, An Act to ensure secure, adequate, accessible and affordable housing for Canadians.
 

The Committee resumed its clause-by-clause study of the Bill.

 
The Committee resumed consideration of the amendment of Yves Lessard, — That Bill C-304 be amended by adding after line 33 on page 4 the following new clause:

“3.1 Quebec may, as a party to the International Covenant on Economic, Social and Cultural Rights, participate in the benefits of this Act with respect to its own choices, its own programs and its own approach related to housing on its territory.”

 

After debate, the question was put on the amendment of Yves Lessard and it was agreed to on the following recorded division: YEAS: Josée Beaudin, Raymonde Folco, Yves Lessard, Tony Martin, Michael John Savage, Judy Sgro — 6; NAYS: Kelly Block, Rick Casson, Ed Komarnicki, Jeff Watson — 4.

 

Clause 4 carried.

 

The Bill, as amended, carried by a show of hands: YEAS: 6; NAYS: 4..

 

ORDERED, — That the Chair report the Bill, as amended, to the House on the following show of hands: YEAS: 6; NAYS: 4.

 

ORDERED, — That Bill C-304, as amended, be reprinted for the use of the House at report stage.

 

At 11:13 a.m., the sitting was suspended.

At 11:21 a.m., the sitting resumed.

 
Pursuant to the Order of Reference of Monday, December 6, 2010, the Committee resumed consideration of Bill C-481, An Act to amend the Canadian Human Rights Act and the Canada Labour Code (mandatory retirement age).
 

The Committee commenced its clause-by-clause study of the Bill.

 

Ed Komarnicki moved, — That the clause-by-clause consideration of Bill C-481 be postponed.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

Clause 1 carried.

 

Clause 2 carried.

 

After debate, Clause 3 carried.

 

On New Clause 4,

Raymonde Folco moved, — That Bill C-481 be amended by adding after line 15 on page 1 the following new clause:

“COMING INTO FORCE

4. This Act comes into force one year after the day on which it receives royal assent.”

 

After debate, the question was put on the amendment of Raymonde Folco and it was agreed to.

 

The Title carried.

 

The Bill, as amended, carried.

 

ORDERED, — That the Chair report the Bill, as amended, to the House.

 

ORDERED, — That Bill C-481, as amended, be reprinted for the use of the House at report stage.
