The Standing Committee on Environment and Sustainable Development met by videoconference at 3:30 p.m. this day, in Room C-120, 1 Wellington, the Chair, James Bezan, presiding.

 

Members of the Committee present: Scott Armstrong, James Bezan, Bernard Bigras, Steven Blaney, Blaine Calkins, Linda Duncan, Gerard Kennedy, Joyce Murray, Francis Scarpaleggia, Mark Warawa and Stephen Woodworth.

 

Acting Members present: Louis Plamondon for Christian Ouellet.

 

In attendance: Library of Parliament: Kristen E. Courtney, Analyst; Tim Williams, Analyst.

 

Witnesses: Ecojustice Canada: William Amos, Director, University of Ottawa - Ecojustice Environmental Law Clinic. Friends of the Earth Canada: Beatrice Olivastri, Director. MiningWatch Canada: Jamie Kneen, Communications Coordinator. Canadian Environmental Law Association: Theresa McClenaghan, Executive Director and Counsel. Canadian Maritime Law Association: John G. O'Connor, Chair, Committee on Pollution and the Marine Environment.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Committee resumed consideration of the motion of Scott Armstrong, — That the Committee continue working on the statutory review of the Species at Risk Act (SARA) on Mondays until it finishes providing direction to the analysts for the writing of the SARA draft report; and that the Committee continue hearing from witnesses on Bill C-469, An Act to establish a Canadian Environmental Bill of Rights, on Wednesdays.

The debate continued.

 

The question was put on the motion and it was negatived on division.

 

At 3:34 p.m., the sitting was suspended.

At 3:35 p.m., the sitting resumed.

 
Pursuant to the Order of Reference of Wednesday, June 16, 2010, the Committee resumed consideration of Bill C-469, An Act to establish a Canadian Environmental Bill of Rights.
 

William Amos, Beatrice Olivastri, Jamie Kneen, Theresa McClenaghan, by videoconference from Toronto, Ontario, and John O'Connor, by videoconference from Quebec, Quebec, made statements and answered questions.

 

It was agreed, — That, due to the unavailability of witnesses for Bill C-469 on Wednesday, November 3, 2010, the Committee meet on the statutory review of the Species at Risk Act — Issues and options relating to the Committee report.

 

At 5:31 p.m., the Committee adjourned to the call of the Chair.
