The Standing Committee on Agriculture and Agri-Food met in camera at 8:45 a.m. this day, in Room 7-52, 131 Queen St., the Chair, Larry Miller, presiding.

 

Members of the Committee present: Alex Atamanenko, André Bellavance, France Bonsant, Hon. Wayne Easter, Hon. Mark Eyking, Randy Hoback, Pierre Lemieux, Larry Miller, Blake Richards, Bev Shipley, Brian Storseth and Francis Valeriote.

 

In attendance: Library of Parliament: Frédéric Forge, Analyst; Aïcha Coulibaly, Analyst. House of Commons: Isabelle Dumas, Procedural Clerk.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee proceed to sit in public.

 

At 8:58 a.m., the sitting was suspended.

At 8:59 a.m., the sitting resumed in public.

 

Alex Atamanenko moved, — That the Committee request an extension of thirty sitting days to consider Bill C-474, An Act respecting the Seeds Regulations (analysis of potential harm), beyond the sixty days from the date of the Bill's referral to the Committee, as provided in Standing Order 97.1(1); and that the continued study, clause by clause consideration and reporting of the Bill be completed by the end of the extension period.

Debate arose thereon.

 

At 9:21 a.m., Mark Eyking took the Chair.

 

At 9:25 a.m., Larry Miller took the Chair.

 

At 10:05 a.m., Mark Eyking took the Chair.

 

RULING BY THE CHAIR

The Chair ruled that whereas the statement by the Member who has the floor has nothing to do with the motion before the Committee, that the floor be granted to the next Member on the list.

Whereupon, Blake Richards appealed the decision of the Chair.

The question: “Shall the decision of the Chair be sustained?” was put and the decision was maintained on a show of hands: YEAS : 5; NAYS : 5.

The Chair's decision was sustained as the question was not negatived.

 

At 10:12 a.m., Larry Miller took the Chair.

 

Debate resumed on the motion of Alex Atamanenko.

 

After debate, the question was put on the motion and it was agreed to on the following recorded division: YEAS: Alex Atamanenko, André Bellavance, France Bonsant, Wayne Easter, Mark Eyking, Francis Valeriote — 6; NAYS: Randy Hoback, Pierre Lemieux, Blake Richards, Bev Shipley, Brian Storseth — 5.

 

Randy Hoback moved, — That pursuant to Standing Order 97.1(1), the Committee recommend that the House of Commons do not proceed further with Bill C-474, An Act respecting the Seeds Regulations (analysis of potential harm).

 

RULING BY THE CHAIR

The Chair ruled the proposed motion inadmissible because it is incompatible with the previously adopted motion.

 

Brian Storseth moved, — That the Committee render public the in camera portion of the Evidence of October 5, 2010.

 

After debate, the question was put on the motion and it was agreed to.

 

At 10:46 a.m., the Committee adjourned to the call of the Chair.
