The Standing Committee on Official Languages met in a televised session at 9:05 a.m. this day, in Room 253-D, Centre Block, the Vice-Chair, Lise Zarac, presiding.

 

Members of the Committee present: Sylvie Boucher, Hon. Michael D. Chong, Jean-Claude D'Amours, Shelly Glover, Yvon Godin, Monique Guay, Richard Nadeau, Tilly O'Neill-Gordon, Daniel Petit, Pablo Rodriguez and Lise Zarac.

 

In attendance: Library of Parliament: Jean-Rodrigue Paré, Analyst; Nicolas Auclair, Analyst.

 

Witnesses: Office of the Commissioner of Official Languages: Graham Fraser, Commissioner; Johane Tremblay, Acting Assistant Commissioner, Policy and Communications Branch; Ghislaine Charlebois, Assistant Commissioner, Compliance Assurance Branch; Pascale Giguère, Acting Director and General Counsel, Legal Affairs Branch.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, February 12, 2009, the Committee resumed its study of the broadcasting and services in French of the Vancouver 2010 Olympic Games.
 

Graham Fraser made a statement and, with Ghislaine Charlebois and Johane Tremblay, answered questions.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on November 26, 2009, the Committee commenced its study of the federal government's support of the francophone media.
 

Jean-Claude D'Amours moved, — That the Committee recommend that the government:

- maintain the funding provided by the Canada Post Corporation for the Publication Assistance Program for publications serving official language communities living in minority areas;

- immediately replace the program ending on March 31, 2010, with the new Canada Periodical Fund on April 1, 2010; and

- that these recommendations be reported to the House as soon as possible.

Debate arose thereon.

 

Shelly Glover moved, — That the motion be amended by deleting the words “that these recommendations be reported to the House as soon as possible”.

Debate arose thereon.

 

The question was put on the amendment and the result of the vote was announced: YEAS: 5; NAYS: 5.

Whereupon, the Chair voted in the negative.

Accordingly, the amendment was negatived.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 5; NAYS: 0.

 

At 11:00 a.m., the Committee adjourned to the call of the Chair.
