The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 3:30 p.m. this day, in Room 308, West Block, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, Josée Beaudin, Dona Cadman, Ron Cannan, Raymonde Folco, Ed Komarnicki, Yves Lessard, Ben Lobb, Hon. Maria Minna, Michael John Savage and Maurice Vellacott.

 

Acting Members present: Yvon Godin for Tony Martin.

 

In attendance: Library of Parliament: Chantal Collin, Analyst; Hilary Jensen, Analyst; André Léonard, Analyst.

 

Witnesses: Department of Human Resources and Skills Development: Paul Thompson, Associate Assistant Deputy Minister, Skills and Employment Branch; Louis Beauséjour, Director General, Skills and Employment Branch. Service Canada: Philip Clarke, Director General, Benefits Processing.

 
Pursuant to the Order of Reference of Tuesday, September 29, 2009, the Committee commenced consideration of Bill C-50, An Act to amend the Employment Insurance Act and to increase benefits.
 

Paul Thompson made a statement and, with Louis Beauséjour and Philip Clarke, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the proposed budget in the amount of $21,100 for the study of Bill C-56, An Act to amend the Employment Insurance Act and to make consequential amendments to other Acts, be adopted.

 

Yvon Godin moved, — That the Committee schedule all meetings related to the study of Bill C-50 in the week of October 5-9, 2009 in order to return it to the House prior to the next break week and in time for its speedy passage, in order to ensure that employment insurance benefits begin to reach long tenured workers without undue delay.

 

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 1; NAYS: 10.

 

At 4:55 p.m., the Committee adjourned to the call of the Chair.
