The Standing Committee on Environment and Sustainable Development met at 9:04 a.m. this day, in Room 112-N, Centre Block, the Chair, James Bezan, presiding.

 

Members of the Committee present: James Bezan, Bernard Bigras, Peter Braid, Linda Duncan, David J. McGuinty, Christian Ouellet, Francis Scarpaleggia, Justin Trudeau, Jeff Watson and Stephen Woodworth.

 

Acting Members present: Dona Cadman for Blaine Calkins and Brian Jean for Mark Warawa.

 

In attendance: Library of Parliament: Penny Becklumb, Analyst.

 

Witnesses: Department of the Environment: Kevin Buerfeind, Acting Regional Director, Environmental Enforcement Division, Atlantic Region; Gerry Brunet, Assistant Director, Wildlife, Ontario Region; Albin Tremblay, Chief Enforcement Officer; Sarah Cosgrove, Manager, Legislative Advice Section. Parks Canada Agency: Darlene Upton, Director, Law Enforcement Branch. Department of Justice: Linda Tingley, Senior Counsel. Public Prosecution Service of Canada: Chantal Proulx, Acting Deputy Director of Public Prosecutions, Regulatory and Economic Prosecutions Branch; Erin Eacott, Counsel, Edmonton Regional Office. Ecojustice Canada: Linda McCaffrey, Director, Environmental Law Clinic.

 
Pursuant to the Order of Reference of Wednesday, March 25, 2009, the Committee resumed consideration of Bill C-16, An Act to amend certain Acts that relate to the environment and to enact provisions respecting the enforcement of certain Acts that relate to the environment.
 

Albin Tremblay and Chantal Proulx made statements and, with the other witnesses, answered questions.

 

Lynda McCaffrey made a statement and answered questions.

 

At 11:01 a.m., the Committee adjourned to the call of the Chair.
