The Standing Committee on Citizenship and Immigration met at 9:01 a.m. this day, in Room 209, West Block, the Chair, David Tilson, presiding.

 

Members of the Committee present: Hon. Maurizio Bevilacqua, Paul Calandra, Olivia Chow, Rick Dykstra, Nina Grewal, Alexandra Mendes, Thierry St-Cyr, Ève-Mary Thaï Thi Lac, David Tilson and Terence Young.

 

Acting Members present: Bruce Stanton for Alice Wong and Borys Wrzesnewskyj for Hon. Jim Karygiannis.

 

In attendance: Library of Parliament: Daphne Keevil Harrold, Analyst.

 

Witnesses: Langley Community Services Society: Sandy Shih, Program Manager. Centre of Integration for African Immigrants: Paul Mulangu, Executive Director; Patricia Whittaker, Program Director. PROMIS (PROMotion-Intégration-Société nouvelle): Andrée Ménard, General Director; Moussa Guene, Coordinator, Area Employment, Regionalization. Folk Arts Council of St. Catharines Multicultural Centre: Salvatore Sorrento, Vice-President, English; Anne Marie Majtenyi, Manager, Settlement Services. Maison Internationale de la Rive-Sud: Noureddine Belhocine, General Manager.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, November 19, 2009, the Committee resumed its study of best practices in settlement services.
 

Sandy Shih, Paul Mulangu, Patricia Whittaker, Andrée Ménard, Moussa Guene, Salvatore Sorrento and Noureddine Belhocine made statements and, with Anne Marie Majtenyi, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Olivia Chow moved, — That, pursuant to Standing Order 108(1), the Committee send for the immigration targets that the Department of Citizenship and Immigration assigned each mission between 2005 to 2009, and the number of applications received in each category, including temporary foreign workers and the average processing time and inventory.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 8; NAYS: 0.

 

Olivia Chow moved, — That the Committee recommend that the Department of Citizenship and Immigration prepare an action plan that addresses concerns raised by the Auditor General’s Report Chapter 2, regarding “Selecting Foreign Workers under the Immigration Program”, and that the Department make such an action plan available to the Committee by mid-February 2010.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 8; NAYS: 0.

 

At 10:31 a.m., the Committee adjourned to the call of the Chair.
