The Standing Committee on Citizenship and Immigration met at 9:04 a.m. this day, in Room 253-D, Centre Block, for the purpose of electing a Chair, pursuant to Standing Order 106(1).

 

Members of the Committee present: Hon. Maurizio Bevilacqua, Paul Calandra, Olivia Chow, Rick Dykstra, Nina Grewal, Alexandra Mendes, Thierry St-Cyr, David Tilson and Alice Wong.

 

Acting Members present: Gérard Asselin for Ève-Mary Thaï Thi Lac.

 

In attendance: Library of Parliament: Sandra Elgersma, Analyst; Daphne Keevil Harrold, Analyst. House of Commons: Christine Holke David, Procedural Clerk.

 
The Clerk of the Committee presided over the election of a Chair.
 

On motion of Alexandra Mendes, it was agreed, — That David Tilson be elected Chair of the Committee.

 

The Clerk of the Committee presided over the election of the Vice-Chairs.

 

On motion of Alice Wong, it was agreed, — That the Hon. Maurizio Bevilacqua be elected first Vice-Chair of the Committee.

 

On motion of Gérard Asselin, it was agreed, — That Thierry St-Cyr be elected second Vice-Chair of the Committee.

 

David Tilson took the Chair.

 

At 9:08 a.m., the sitting was suspended.

At 9:09 a.m. the sitting resumed in camera.

 
By unanimous consent, the Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, that the Fifth Report from the Subcommittee on Agenda and Procedure which read as follows, be concurred in:

In accordance with its mandate pursuant to Order made February 3, 2009, your Subcommittee has considered the question of the future business of the Committee.

The Subcommittee recommends that the Committee undertake the following work:

On October 6, hear the Minister and officials on the plans and priorities of the Department of Citizenship and Immigration;

On October 8, hear two panels of witnesses on Bill C-291, An Act to amend the Immigration and Refugee Protection Act (coming into force of sections 110, 111 and 171);

On October 20, hear one panel of witnesses on Bill C-291, An Act to amend the Immigration and Refugee Protection Act (coming into force of sections 110, 111 and 171), then proceed to clause-by-clause consideration of the Bill;

Beginning on October 22, the Committee undertake a study of foreign credential recognition and hear two panels of witnesses;

On October 27, the Committee hear a third panel of witnesses on foreign credential recognition, then resume in camera to issue drafting instruction to the analysts;

Beginning on October 29, the Committee undertake a study of wait times by hearing two panels of witnesses, one on family reunification and another on investors;

On November 3, the Committee hear a third panel of witnesses on wait times, then resume in camera to issue drafting instruction to the analysts;

On November 5, the Committee consider a draft report on foreign credential recognition, then adjourn to allow the Subcommittee on Agenda and Procedure to consider subsequent Committee business.

 

It was agreed, — That the proposed budget in the amount of $13,050, for the study of Bill C-291 be adopted.

 

At 9:13 a.m., the Committee adjourned to the call of the Chair.
