The Standing Committee on Citizenship and Immigration met at 9:06 a.m. this day, in Room 209, West Block, the Chair, David Tilson, presiding.

 

Members of the Committee present: Hon. Maurizio Bevilacqua, Olivia Chow, Rick Dykstra, Nina Grewal, Hon. Jim Karygiannis, Alexandra Mendes, Pascal-Pierre Paillé, Devinder Shory, David Tilson and Alice Wong.

 

Acting Members present: Patrick Brown for Paul Calandra, Pierre Poilievre for Paul Calandra and Ève-Mary Thaï Thi Lac for Thierry St-Cyr.

 

In attendance: Library of Parliament: Sandra Elgersma, Analyst; Daniel Thompson, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Fourth Report from the Subcommittee on Agenda and Procedure which read as follows:

In accordance with its mandate pursuant to Order made February 3, 2009, your Subcommittee has considered the question of the future business of the Committee.

The Subcommittee recommends that the Committee undertake the following work:

On June 2 and 4, consideration of a draft report on ghost immigration consultants and migrant workers, and recommends that any proposed amendment to the draft be filed with the Clerk by noon, June 3 and that any dissenting or supplementary opinion be filed with the Clerk by June 8;

On June 9, hear the Minister of Citizenship and Immigration on the Supplementary Estimates (A); and

On June 11 and 16, a review of the subject matter of Bill C-37, An Act to amend the Citizenship Act, enacted in Second Session of the 39th Parliament.

 

Rick Dykstra moved, — That the Fourth Report on the Subcommittee on Agenda and Procedure be adopted.

Debate arose thereon.

 

Olivia Chow moved, — That the draft report be amended by adding after the words “Supplementary Estimates (A); and” the following: “clause-by-clause consideration of Bill C-291, An Act to amend the Immigration and Refugee Protection Act (coming into force of sections 110, 111 and 171), be done on June 11, prior to the end of this session”.

 

After debate, the question was put on the amendment of Olivia Chow and it was negatived on the following recorded division: YEAS: Olivia Chow, Alexandra Mendes, Pascal-Pierre Paillé, Ève-Mary Thaï Thi Lac — 4; NAYS: Maurizio Bevilacqua, Patrick Brown, Rick Dykstra, Nina Grewal, Devinder Shory, Alice Wong — 6.

 

After debate, the question was put on the motion and it was agreed to.

 

At 9:29 a.m., the sitting was suspended.

At 9:30 a.m., the sitting resumed in camera.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, May 7, 2009, the Committee resumed its study of ghost consultants and migrant workers.
 

The Committee commenced consideration of a draft report.

 

It was agreed, — That amendments to the report be submitted to the Clerk by noon June 3, if in one language, or by 5 p.m., June 3, if in both official languages..

 

At 10:37 a.m., the Committee adjourned to the call of the Chair.
