The Standing Committee on Government Operations and Estimates met at 9:07 this day, in Room 214, Wellington Building, the Chair, Hon. Diane Marleau, presiding.

 

Members of the Committee present: Harold Albrecht, Charlie Angus, Diane Bourgeois, Patrick Brown, Meili Faille, Raymonde Folco, Mark Holland, Daryl Kramp, Hon. Diane Marleau, Mario Silva and Chris Warkentin.

 

Acting Members present: Brian Fitzpatrick for James Moore.

 

In attendance: Library of Parliament: Philippe Le Goff, Analyst; Marcia Jones, Analyst.

 

Witnesses: Privy Council Office: Marc O'Sullivan, Acting Assistant Secretary to the Cabinet, Senior Personnel and Special Projects Secretariat; Paul Shuttle, Assistant Director of Legal Operations, Legal Operations and Counsel.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Mark Holland moved, — That, in relation with it’s study on the Light Rail Transit Project, this Committee hold two additional “special” meetings during the week of March 17th 21st to hear testimony from the following witnesses:

  • John Baird, Minister of the Environment
  • Bryce Conrad, Senior Director, Highways and Borders Programs Group, Transport Canada
  • Emanuel Montenegrino, Partner, Lang Michener LLP
  • Larry O’Brien, Mayor, City of Ottawa
  • Mike Patton, former Communications Director, and Office of Mayor Larry O’Brien, and;

That the committee devotes the first of two meetings to hearing from all witnesses with the exception of Minister Baird, and the second full meeting entirely to hearing testimony from Minister Baird.

 

Raymonde Folco moved, — That the motion be amended by replacing the all the words after “hold” with the words “one additionnal meeting, prior to the March break constituency weeks, to hear testimony from the Minister of the Environment, John Baird.”.

Debate arose thereon.

 

Chris Warkentin moved, — That the debate be now adjourned.

 

The question was put on the motion and it was negatived on the following recorded division:YEAS: Harold Albrecht, Patrick Brown, Brian Fitzpatrick, Daryl Kramp, Chris Warkentin — 5; NAYS: Charlie Angus, Diane Bourgeois, Meili Faille, Raymonde Folco, Mark Holland, Mario Silva — 6.

 

Charlie Angus moved, — That the motion be amended by replacing the words "prior to the March break constituency weeks" with the words "the week after the March break constituency week".

 

The question was put on the subamendment of Charlie Angus.

 

Whereupon, Daryl Kramp appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained, by a show of hands: YEAS: 6; NAYS: 5.

 

After debate, the question was put on the subamendment of Charlie Angus and it was agreed to on the following recorded division: YEAS: Charlie Angus, Diane Bourgeois, Meili Faille, Raymonde Folco, Mark Holland, Mario Silva — 6; NAYS: Harold Albrecht, Patrick Brown, Brian Fitzpatrick, Daryl Kramp, Chris Warkentin — 5.

 

Harold Albrecht moved, — That the debate be now adjourned.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

The question was put on the amendment of Raymonde Folco, as amended, and it was agreed to on the following recorded division: YEAS: Charlie Angus, Diane Bourgeois, Meili Faille, Raymonde Folco, Mark Holland, Mario Silva — 6; NAYS: Harold Albrecht, Patrick Brown, Brian Fitzpatrick, Daryl Kramp, Chris Warkentin — 5.

 

After debate, the question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

The motion, as amended, read as follows:

That, in relation with it’s study on the Light Rail Transit Project, this Committee hold one additional meeting, the week after the March break constituency week, to hear testimony from the Minister of the Environment, John Baird.

 

Daryl Kramp moved, — That this Committee suspend their partisan games and spend our next few meetings on the accrual accounting and then, after we finish that, do our regular businesss.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, January 29, 2008, the Committee commenced its study of Government in Council Appointments.
 

Marc O'Sullivan made a statement and answered questions.

 

At 11:04 , the Committee adjourned to the call of the Chair.
