The Standing Committee on Environment and Sustainable Development met by teleconference at 3:34 p.m. this day, in Room 237-C Centre Block, the acting chair, Nathan Cullen, presiding.

 

Members of the Committee present: Nathan Cullen, Hon. John Godfrey, Luc Harvey, Marcel Lussier, Francis Scarpaleggia, Mark Warawa and Jeff Watson.

 

Acting Members present: Omar Alghabra for Hon. Geoff Regan, André Bellavance for Bernard Bigras, Ken Epp for Maurice Vellacott, Brian Jean for Bob Mills and Scott Simms for David J. McGuinty.

 

In attendance: Library of Parliament: Tim Williams, Analyst.

 

Witnesses: Department of the Environment: Brian T. Gray, Assistant Deputy Minister, Science and Technology; Francis Zwiers, Director, Climate Research, Atmospheric Science and Technology, Science and Technology Branch. Carleton University: John M R Stone, Adjunct Research Professor, Department of Geography and Environmental Studies. University of Victoria: Andrew Weaver, Professor and Canada Research Chair, Atmosphere Science, School of Earth and Ocean Sciences.

 

The Clerk of the Committee presided over the election of an Acting Chair.

 

John Godfrey moved, — That Nathan Cullen be elected acting Chair for this meeting.

 

After debate, the question was put on the motion and it was agreed to.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on November 20, 2008, the Committee commenced its study of Intergovernmental Panel on Climate Change Report.
 

The witnesses made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Mark Warawa, it was agreed, — That the Standing Committee on the Environment and Sustainable Development move its scheduled hearing of the Environment Canada Budget to the December 4th meeting and include it as part of its review of the Supplementary Estimates; and that the Minister be invited to appear; and that the December 13th meeting continue with the study of Bill C-377.

 

At 5:20 p.m., the Committee adjourned to the call of the Chair.
