The Order was read for the second reading and reference to the Standing Committee on Procedure and House Affairs of Bill C-43, An Act to provide for consultations with electors on their preferences for appointments to the Senate.

Mr. Van Loan (Leader of the Government in the House of Commons and Minister for Democratic Reform), seconded by Mr. O'Connor (Minister of National Defence), moved, — That the Bill be now read a second time and referred to the Standing Committee on Procedure and House Affairs.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Martin (Esquimalt—Juan de Fuca), seconded by Mr. St. Denis (Algoma—Manitoulin—Kapuskasing), Bill C-431, An Act to amend the Contraventions Act and the Controlled Drugs and Substances Act (marihuana), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Stoffer (Sackville—Eastern Shore), seconded by Ms. Charlton (Hamilton Mountain), Bill C-432, An Act respecting a Seniors’ Day, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Private Members' Business

The House resumed consideration of the motion of Mr. Bigras (Rosemont—La Petite-Patrie), seconded by Mr. Kotto (Saint-Lambert), — That Bill C-327, An Act to amend the Broadcasting Act (reduction of violence in television broadcasts), be now read a second time and referred to the Standing Committee on Canadian Heritage.

The debate continued.
