The Standing Committee on Procedure and House Affairs met at 11:04 a.m. this day, in Room 112-N, Centre Block, the Chair, Gary Goodyear, presiding.

 

Members of the Committee present: Gary Goodyear, Michel Guimond, Hon. Jay Hill, Hon. Marlene Jennings, Tom Lukiwski, Hon. Stephen Owen, Pauline Picard, Joe Preston, Marcel Proulx, Hon. Karen Redman and Scott Reid.

 

Acting Members present: Paul Dewar for Yvon Godin.

 

In attendance: Library of Parliament: James Robertson, Principal; Sebastian Spano, Analyst.

 

Appearing: Hon. Rob Nicholson, Leader of the Government in the House of Commons.

 

Witnesses: Privy Council Office: Kathy O'Hara, Deputy Secretary to the Cabinet, Machinery of Government; Dan McDougall, Director of Operations, Legislation and House Planning. Department of Justice: Warren J. Newman, General Counsel, Constitutional and Administrative Law. Elections Canada: Jean-Pierre Kingsley, Chief Electoral Officer; Diane R. Davidson, Deputy Chief Electoral Officer and Chief Legal Counsel; Rennie Molnar, Senior Director, Operations, Register and Geography.

 
Pursuant to the Order of Reference of Tuesday, September 19, 2006, the Committee commenced consideration of Bill C-16, An Act to amend the Canada Elections Act.
 

The Hon. Rob Nicholson made a statement and, with the other witnesses, answered questions.

 

At 12:16 p.m., the sitting was suspended.
