The Standing Committee on Human Resources, Social Development and the Status of Persons with Disabilities met at 9:02 a.m. this day, in Room 705, La Promenade Building, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, Patrick Brown, Hon. Michael D. Chong, Ruby Dhalla, Mike Lake, Yves Lessard, Michael Savage, Mario Silva and Lynne Yelich.

 

Acting Members present: Olivia Chow for Tony Martin and Johanne Deschamps for France Bonsant.

 

In attendance: Library of Parliament: Chantal Collin, Analyst.

Pursuant to the Order of Reference of Wednesday, November 22, 2006, the Committee resumed consideration of Bill C-303, An Act to establish criteria and conditions in respect of funding for early learning and child care programs in order to ensure the quality, accessibility, universality and accountability of those programs, and to appoint a council to advise the Minister of Human Resources and Skills Development on matters relating to early learning and child care.
 

The Committee resumed its clause-by-clause study of the Bill.

 
The Committee resumed consideration of the amendment of Ruby Dhalla, — That Bill C-303, in Clause 2 , be amended by replacing line 14 on page 2 with the following:

“child care program of a province, territory or aboriginal peoples’ organization by”

 

After debate, the question was put on the amendment of Ruby Dhalla and it was agreed to, by a show of hands: YEAS: 6; NAYS: 0.

The Chair expressed doubts regarding the admissibility of the amendment to Clause 3 standing in the name of Ruby Dhalla.

 
Ruby Dhalla moved, — That Bill C-303, in Clause 3 , be amended by replacing line 25 on page 2 with the following:

“program of a province, territory or aboriginal peoples’ organization.”

 

After debate, the question was put on the amendment of Ruby Dhalla and it was agreed to, by a show of hands: YEAS: 6; NAYS: 0.

The Chair ruled a series of nine related amendments as inadmissible because they were beyond the scope of the Bill, as provided on page 654 of House of Commons Procedure and Practice.

 

Whereupon, Mario Silva appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was overturned on the following recorded division: YEAS: Patrick Brown, Michael D. By unanimous consent, it was agreed, — That a single vote be applied to the following related amendments:

 

That Bill C-303, in Clause 5, be amended

(a) by replacing line 3 on page 3 with the following:

“province, territory or aboriginal peoples’ organization in each fiscal year to”

(b) by replacing line 5 on page 3 with the following:

“program of the province, territory or aboriginal peoples’ organization if”

(c) by replacing line 8 on page 3 with the following:

“territory or to the aboriginal peoples’ organization for the administration and operation”

That Bill C-303, in Clause 5 , be amended by adding after line 15 on page 3 the following:

“(c) the government of the province or territory has developed, in collaboration with the Government of Canada and national aboriginal organizations representing the First Nations, Inuit and Métis peoples, an action plan for meeting the early learning and child care needs of First Nations, Inuit and Métis children.”

That Bill C-303, in Clause 5 , be amended

(a) by replacing lines 18 to 20 on page 3 with the following:

“program of a province, territory or aboriginal peoples’ organization must be directly administered by the government of the province or territory, by the aboriginal peoples’ organization or by an institution that”

(b) by replacing line 23 on page 3 with the following:

“ment of the province or territory or by the aboriginal peoples’ organization;”

(c) by replacing line 24 on page 3 with the following:

“(b) reports to that government or organization in respect of”

(d) by replacing line 31 on page 3 with the following:

“that government or organization.”

That Bill C-303, in Clause 5 , be amended by replacing line 34 on page 3 with the following:

“program of a province, territory or aboriginal peoples’ organization must establish”

That Bill C-303, in Clause 5 , be amended by adding after line 12 on page 4 the following:

“(d) with respect to the provision of child care services in First Nations, Inuit and Métis communities, standards that reflect the unique values and traditions of those communities.”

That Bill C-303, in Clause 5 , be amended

(a) by replacing line 22 on page 4 with the following:

“program of a province, territory or aboriginal peoples’ organization must ensure”

(b) by replacing line 32 on page 4 with the following:

“applicable provincial or territorial law.”

That Bill C-303, in Clause 7, be amended

(a) by replacing line 13 on page 5 with the following:

“province, territory or aboriginal peoples’ organization did not satisfy a criterion or”

(b) by replacing line 18 on page 5 with the following:

“that province, territory or aboriginal peoples’ organization for the following fiscal”

That Bill C-303, in Clause 8, be amended

(a) by replacing line 34 on page 5 with the following:

“each province, territory and aboriginal peoples’ organization met the criteria set”

(b) by replacing lines 38 and 39 on page 5 with the following:

“child care program of each province, territory and aboriginal peoples’ organization and of the services provided by the”

(c) by replacing line 42 on page 5 with the following:

“of each province and territory and by each aboriginal peoples’ organization during that”

That Bill C-303, in Clause 8, be amended by adding after line 40 on page 5 the following:

“(a.1) a summary of the progress made by the government of each province and territory in implementing the action plan referred to in paragraph 5(1)(c);”

Michael Savage moved, — That the Department of Human Resources and Social Development provide the Committee with the list of non-profit organizations and private companies that applied for funding and were denies funding under the Canada Summer Jobs Program and, that information be provided on a riding by riding basis and, that the Department provide the amount of funding distributed by Canada Summer Jobs Program on a riding by riding basis for 2007.

Debate arose thereon.

 

Yves Lessard moved, — That the motion be amended by adding after the word “2007” the following: “and that the information be provided to the Committee at the latest on June 1”.

That the motion be amended by adding after the words “funding distributed by Canada Summer Jobs Program” the following: “for 2007 and the Summer Career Placement Program for 2006”.

 

After debate, the question was put on the amendment of Mike Lake and it was agreed to, by a show of hands: YEAS: 6; NAYS: 2.
