The Standing Committee on Citizenship and Immigration met at 11:09 a.m. this day, in Room 209, West Block, the Chair, Norman Doyle, presiding.

 

Members of the Committee present: Omar Alghabra, Barry Devolin, Norman Doyle, Meili Faille, Nina Grewal, Hon. Jim Karygiannis, Ed Komarnicki, Bill Siksay, Hon. Andrew Telegdi and Blair Wilson.

 

Acting Members present: André Bellavance for Raymond Gravel.

 

In attendance: Library of Parliament: Penny Becklumb, Analyst; Margaret Young, Analyst.

 

Witnesses: Immigration and Refugee Board of Canada: Krista Daley, Senior General Counsel. As individuals: Lois D. Figg, Full-time member and Assistant Deputy Chairperson of the Immigration and Refugee Board, Toronto Regional Office; Ken Sandhu, Full-time member of the Immigration and Refugee Board, Head Office, Deputy Chairperson of the Refugee Protection Division (Toronto Regional Office).

 
Pursuant to Standing Orders 110 and 111, and the motion adopted by the Committee on Tuesday, May 8, 2007, the Committee commenced consideration of the Order in Council appointment of Ken Sandhu and Lois Delia Figg which was referred to the Committee on April 24, 2007.
 

Ken Sandhu and Lois Delia Figg made statements and, with the Krista Daley, answered questions.

 

At 12:44 p.m., the sitting was suspended.

At 12:45 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Bill Siksay moved, — That the Standing Committee on Citizenship and Immigration study the issue of immigration consultants, that the Committee invite members of the Canadian Society of Immigration Consultants (CSIC), immigration consultants who work independent of CSIC and individuals who have used the services of immigration consultants.

 

It was agreed, — That the motion be amended by replacing the words “work independent of CSIC” with the words “are critical of CSIC and its requirements”.

 

It was agreed, — That the motion be amended by adding after the word “invite” the words “among others”.

 

On motion of Meili Faille, it was agreed, — That the motion be amended by adding at the end of the motion the following words: “as well as officials from the Department of Citizenship and Immigration”.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 9; NAYS: 0.

 

The adopted motion read as follows:

That the Standing Committee on Citizenship and Immigration study the issue of immigration consultants, that the Committee invite, among others, members of the Canadian Society of Immigration Consultants (CSIC), immigration consultants who are critical of CSIC and its requirements, and individuals who have used the services of immigration consultants, as well as officials from the Department of Citizenship and Immigration.

 

Jim Karygiannis moved, — That due to the continuing strife in Lebanon, the Standing Committee on Citizenship and Immigration recommend to the House of Commons that all immigration applications from the affected area that are presently in the queue be immediately expedited and that the Motion be reported to the House of Commons.

 

On motion of Bill Siksay, it was agreed, — That the motion be amended by deleting the words “due to the continuing strife in Lebanon” and by replacing “the affected area” by the words “areas affected by war, civil strife, or natural disaster”.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 2.

 

The adopted motion read as follows:

That the Standing Committee on Citizenship and Immigration recommend to the House of Commons that all immigration applications from areas affected by war, civil strife, or natural disaster that are presently in the queue be immediately expedited, and that the motion be reported to the House of Commons.

 

It was agreed, — That the Committee append to its report a dissenting opinion from Ed Komarnicki provided that it is not longer than the adopted motion and submitted electronically to the Clerk of the Committee, no later than 9:00 a.m., on Friday, June 7, 2007.

 

The Committee resumed consideration of the motion of Andrew Telegdi, — which was stood on Tuesday, February 13, 2006 (Meeting 34) — That the 10th Report (Citizenship Revocation) and the 12th Report (Updating Canada’s Citizenship Laws) of this Committee in the 1st Session of the 38th Parliament be adopted as reports in this session; and that the Chair present the reports to the House.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 1.

 

At 1:10 p.m., the Committee adjourned to the call of the Chair.
