The Standing Committee on Citizenship and Immigration met at 11:10 a.m. this day, in Room 308, West Block, the Vice-Chair, Andrew Telegdi, presiding.

 

Members of the Committee present: Dave Batters, Barry Devolin, Meili Faille, Raymond Gravel, Nina Grewal, Hon. Jim Karygiannis, Ed Komarnicki, Bill Siksay, Hon. Andrew Telegdi and Blair Wilson.

 

Acting Members present: Richard Nadeau for Meili Faille and Alan Tonks for Omar Alghabra.

 

In attendance: Library of Parliament: Penny Becklumb, Analyst; Margaret Young, Analyst.

 

Witnesses: Department of Citizenship and Immigration: Margaret Dritsas, Nationality Law Advisor; Clark Goodman, Acting Director; Rose Anne Poirier, Manager; Rosemarie Redden, Manager; Janet Siddall, Associate Assistant Deputy Minister; Eric Stevens, Legal Counsel; John Warner, Analyst.

 
Pursuant to Standing Order 108(2), and the motion adopted by the Committee on Tuesday, May 8, 2007, the Committee resumed its study of Loss of Canadian Citizenship for the years 1947, 1977 and 2007.
 

Janet Siddall made a statement and, with the other witnesses, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Committee resumed consideration of the motion of Jim Karygiannis, — which was stood on May 29, 2007 (Meeting 60) — That the Standing Committee on Citizenship and Immigration order that the Department of Citizenship and Immigration provide the Committee with a complete copy of Joe Taylor's application for Canadian citizenship and all other documents related to this application within 30 days of this motion being adopted by the Committee; that the Standing Committee on Citizenship and Immigration discuss the application and any related documents at an in camera meeting; and that CIC officials appear before the Committee regarding the application at an in camera meeting.

 

Bill Siksay moved, — That the motion be amended by adding the words “and that Mr. R.R. Walsh, Law Clerk and Parliamentary Counsel, provide a briefing to the Committee prior to hearing from CIC officials” at the end of the motion.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Raymond Gravel, Jim Karygiannis, Richard Nadeau, Bill Siksay, Alan Tonks, Blair Wilson — 6; NAYS: — 0.

 

On motion of Bill Siksay, it was agreed, — That the motion be amended by replacing the word “order” with the word “request”, and that the words “and, that should the request not be met, that the Committee then order the application and the documents” after the words “within 30 days of this motion being adopted by the Committee”.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Raymond Gravel, Jim Karygiannis, Richard Nadeau, Bill Siksay, Alan Tonks, Blair Wilson — 6; NAYS: Dave Batters, Barry Devolin, Nina Grewal, Ed Komarnicki — 4.

 

The adopted motion read as follows:

That the Standing Committee on Citizenship and Immigration request that the Department of Citizenship and Immigration provide the Committee with a complete copy of Joe Taylor's application for Canadian citizenship and all other documents related to this application within 30 days of this motion being adopted by the Committee, and, that should the request not be met, that the Committee then order the application and the documents; that the Standing Committee on Citizenship and Immigration discuss the application and any related documents at an in Camera meeting; and that CIC officials appear before the Committee regarding the application at an in camera meeting; and that Mr. R.R. Walsh, Law Clerk and Parliamentary Counsel, provide a briefing to the Committee prior to hearing from CIC officials.

 

At 1:12 p.m., the Committee adjourned to the call of the Chair.
