Meeting No. 40

Thursday, March 1, 2007

The Standing Committee on Citizenship and Immigration met in camera at 11:15 a.m. this day, in Room 209, West Block, the Vice-Chair, Andrew Telegdi, presiding.

Members of the Committee present: Omar Alghabra, Barry Devolin, Meili Faille, Nina Grewal, Rahim Jaffer, Hon. Jim Karygiannis, Ed Komarnicki, Bill Siksay, Hon. Andrew Telegdi and Blair Wilson.

Acting Members present: Steven John Fletcher for Norman Doyle and Roger Gaudet for Raymond Gravel.

Associate Members present: Mike Allen and Rick Dykstra.

In attendance: Library of Parliament: Andrew Kitching, Analyst ; Trupati Patel, Analyst.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, September 26, 2006, the Committee resumed its study of Detention Centers - Security Certificates.

At 11:46 a.m., the Vice-Chair, Meili Faille took the Chair.

At 12:03, the Vice-Chair, Andrew Telegdi, took the Chair.

At 12:49 p.m., the sitting was suspended.

At 12:51 p.m., the sitting resumed in public, and the Vice-Chair, Meili Faille, took the Chair.

The Committee proceeded to the consideration of matters related to Committee business.

Andrew Telegdi moved - That the committee invite Mr. Jean-Guy Fleury, Chairperson of the Immigration and Refugee Board to appear before the committee at the next scheduled meeting of the committee.

On motion of Bill Siksay, it was agreed, — That the motion be amended by adding the words “an extra meeting of the Committee during the week of March 19, 2007” after the words “appear before the committee at”.

On motion of Jim Karygiannis, it was agreed, — That the motion be amended by adding the words ''and that the committee receive testimony from other witnesses should it be necessary and in light of the testimony of Jean-Guy Fleury'', at the end of the motion.

Debate arose thereon.

The question was put on the motion, as amended, and it was agreed to on the following recorded division: YEAS: Omar Alghabra, Roger Gaudet, Jim Karygiannis, Bill Siksay, Andrew Telegdi, Blair Wilson — 6; NAYS: Barry Devolin, Steven John Fletcher, Nina Grewal, Rahim Jaffer, Ed Komarnicki — 5.

The adopted motion read as follows:

That the Committee invite Jean-Guy Fleury, Chairperson of the Immigration and Refugee Board to appear before the Committee at an extra meeting of the Committee during the week of March 19, 2007, and that the Committee receive testimony from other witnesses should it be necessary and in light of the testimony of Jean-Guy Fleury.

At 1:04 p.m., the Vice-Chair, Andrew Telegdi, took the Chair.

At 1:05 p.m., the Committee adjourned to the call of the Chair.
