The Standing Committee on Citizenship and Immigration met in camera at 11:08 a.m. this day, in Room 209, West Block, the Chair, Norman Doyle, presiding.

 

Members of the Committee present: Omar Alghabra, Barry Devolin, Norman Doyle, Meili Faille, Raymond Gravel, Nina Grewal, Rahim Jaffer, Hon. Jim Karygiannis, Ed Komarnicki, Bill Siksay, Hon. Andrew Telegdi and Blair Wilson.

 

Acting Members present: Paule Brunelle for Raymond Gravel.

 

In attendance: Library of Parliament: Andrew Kitching, Analyst.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, September 26, 2006, the Committee resumed its study of Detention Centers - Security Certificates.
 

At 11:22 a.m., the sitting was suspended.

At 11:23 a.m., the sitting resumed in public.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

By unanimous consent, on motion of Bill Siksay, it was agreed, — That the Committee report to the House a breach of privilege of members that has resulted from the release of the confidential draft report on the Study on Detention Centers - Security Certificates; that the report indicate that media reports from last week included direct quotations from the confidential draft report; that reporters have indicated that they have copies of the confidential draft report; and that the Committee request that the House and the Standing Committee on Procedure and House Affairs investigate this matter further.

 

Ed Komarnicki moved, — That each member of the Committee be asked by the Chair whether he or she or his or her staff at his or her request released a confidential draft report on the Study on Detention Centres- Security Certificates to the press.

Debate arose thereon.

 

By unanimous consent, on motion of Bill Siksay, it was agreed, — That the motion be amended by adding after the word “that“ the words “at the beginning of the next meeting on Thursday, February 22, 2007“.

 

By unanimous consent, after debate, the question was put on the motion, as amended, and it was agreed to.

 

At 11:47 a.m., the sitting was suspended.

At 11:49 a.m., the sitting resumed in camera.

 

The Committee resumed its study of Detention Centers - Security Certificates.

 

At 1:00 p.m., the Committee adjourned to the call of the Chair.
