The Standing Committee on Government Operations and Estimates met in a televised session at 3:31 p.m. this day, in Room 237-C Centre Block, the Chair, Leon E. Benoit, presiding.

 

Members of the Committee present: Leon E. Benoit, Marcel Gagnon, Marc Godbout, Guy Lauzon, Diane Marleau, Pat Martin, Francis Scarpaleggia, Paul Szabo and Louise Thibault.

 

Acting Members present: Gary Carr for Ken Boshcoff, Ken Epp for Randy White and Pierre Poilievre for Joe Preston.

 

In attendance: Library of Parliament: Philippe Le Goff, Analyst; Tara Gray, Analyst.

 

Witnesses: Royal Canadian Mounted Police: Brian Flanagan, Representative, Staff Relations Representative Program; Norm Fleming, Representative, Staff Relations Representative Program. House of Commons: Rob Walsh, Law Clerk and Parliamentary Counsel; Richard Denis, Deputy Law Clerk and Parliamentary Counsel; Gregory Tardi, Senior Legal Counsel, Legal Services.

 
Pursuant to the Order of Reference of Monday, October 18, 2004, the Committee resumed consideration of Bill C-11, An Act to establish a procedure for the disclosure of wrongdoings in the public sector, including the protection of persons who disclose the wrongdoings.
 

Pursuant to Standing Order 75(1), consideration of Clause 1 was postponed.

The Chair called Clause 2.

 

S/Sgt Brian Flanagan made a statement and Sgt Norm Fleming answered questions.

 

At 4:37 p.m., the sitting was suspended.

At 4:42 p.m., the sitting resumed.

 

Rob Walsh made a statement and answered questions.

 

It was agreed, — That the brief presented by Rob Walsh be taken as read and published in today’s Evidence.

 

At 5:34 p.m., the Committee adjourned to the call of the Chair.
